1. Introduction:
The Government of the Republic of Malawi has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Food Systems Resilience Program (FSP), and intends to apply part of the proceeds for consulting services.

The Ministry of Agriculture – Food Systems Resilience Program (FSRP) intends to apply part of the proceeds for consulting services. The consulting services (the Services”) include consultancy services as an Infrastructure Officer – Civil for Project Implementation Unit.

2. Objective of the Assignment
The Infrastructure Officer – Civil will help in ensuring deliverables of Irrigation Services Provision and Last Mile Infrastructure under component 2 (Sustainable Development of Natural Resources for Resilient Agriculture and Landscape) and Component 4 (Promoting a Greater Focus on Food Security Resilience in National and Regional Policymaking) are done according to schedule and specified standards.

3. Scope of the Services
The Infrastructure Officer – Civil shall assist and be answerable to the Project Engineer for the planning, design /review implementation and management (supervision) of all infrastructure sub-projects under the Project. The IO shall also work very closely with the Project Engineer and other members of the PIU in the execution of all works contract (infrastructure sub-projects) including contract management.

Specifically, the IO will perform the following duties:

  1. Assist the Project Engineer (PE) in preparing workplans and budgets for infrastructure investments and tracking progress including undertaking periodic updating.
  2. In liaison with the Procurement section assist PE in procurement process of consultants and contractors to be engaged for any infrastructural sub-projects work within the Project.
  3. Assist the PE on supervision including reporting all aspects of the work of technical consultants engaged for the design and implementation of infrastructure and participate in contract management for all consultancies and works contracts including record keeping of all contractual matters for the subproject
  4. In liaison with the PIU Safeguards Team, support and ensure the adherence to safeguard issues (health, safety, Social & environmental) by both the Consultant and Contractors engaged in the implementation of subprojects.
  5. In liaison with Consultants and the PE, supervise the implementation of sub-projects to ensure timely implementation and quality of construction by ensuring that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained, and that all materials used and works performed are in accordance with the specifications indicated in the contract document.
  6. Assist PE in reviewing the consultant’s progress reports, reviewing the certification of works and timely preparation of status reports.
  7. Assist PE in reviewing the sub-project final reports and as-built drawings prepared by the technical consultants, and facilitate the hand-over of each completed sub-project
  8. Assist the PE to coordinate technical consultants in the preparation of sub-projects’ defects remedy (maintenance) plan and support the supervision of the implementation of the plans by contractors
  9. Attend and participate in project progress site technical meetings for subproject and prepare appropriate technical briefs as required.
  10. Attend and participate in World Bank Missions (when required) including monthly progress review meetings and support the preparation of appropriate technical briefs as required
  11. Assist PE in the preparation of quarterly, semi-annual, and annual reports for the project including completion reports for subproject
  12. Assist PE in monitoring and analyzing contracts performance under the projects against agreed benchmarks and advise the PE on potential bottlenecks and recommend remedial actions (close-out, extension or renewal of contracts) according to the FIDIC Conditions of Contract.
  13. Assist PE in resolving any unforeseen technical difficulties, complaints and other problems that may arise in the process of implementation
  14. Carry out any other relevant periodic duties that may be assigned by the National Program Coordinator through the Project Engineer from time to time.

4. Reporting Requirements

The Infrastructure Officer – Civil is part of a larger Project Implementation Unit (PIU), which comprises the National Project Coordinator and other specialists. The Infrastructure Officer – Civil will be reporting to the Project Engineer.

Professional Qualification and Experience

The candidate should meet the following minimum qualifications:

  1. Bachelor of Science Degree in Civil Engineering:
  2. At least three years experience in coordinating and managing civil works and related supervision consultancy services under donor funding:
  3. A thorough understanding of FIDIC Conditions of Contract, project management tools and World Bank Procurement Regulations for IPF Borrowers;
  4. Experience in successfully managing World Bank financed projects would be considered an added advantage:
  5. Demonstrated proficiency with project management software /tracking tools and project fiduciary procedures;
  6. Demonstrated experience managing works contracts and services and experience in the public sector will be considered an asset.
  7. Demonstrated experience in the development and use of contract management and tracking tools andior platforms
  8. Willingness to work under pressure and with minimum supervision:
  9. Excellent communication and report writing skills and be fluent in English;
  10. Good computer skills and proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.):
  11. Highly motivated with excelient planning, analytical, communications and interpersonal skills as well as a high level of diplomacy: and
  12. Upholding of anti-corruption and anti-bribery ethics.

6. Duration of the Assignment

The Infrastructure Officer – Civil shall be recruited for a period of one (1) year which will be subjected to extension upon successful performance.

7. Facilities to be provided by the Client

The Client shall provide office accommodation with normal associated services like water, electricity, office supplies and furniture, communication and internet facilities.

For all field related assignments within Malawi, the Project shall provide transport and costs and other expenses (per Diems etc.) related to the field work

8. Location of Employment and Obligations of the Consultant

The Infrastructure Officer will be based at Malawi Food Systems Oftices in Lilongwe, but would be required to travel extensive to project sites.

9. Conflict of Interest

The attention of interested Consultants Is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, Dated September 2025 (Procurement Regulations’), setting forth the World Bank’s policy on conflict of interest.
