CARE Malawi secured funding from the United States Department of Agriculture (USDA) for the McGovern-Dole International Food for Education and Child Nutrition Program, locally titled ‘Tiwoloka’. The funding runs from October 1, 2024 to September 30, 2029. CARE Malawi is implementing the project in partnership with the Forum for African Women Educationists in Malawi (FAWEMA) and Water Aid.
Therefore, CARE Malawi seeks to recruit well qualified persons to fill the following vacant positions within its USDA funded McGovern dole Food for Education program i.e. Tiwoloka Project in Malawi:
EDUCATION MANAGER
Position description
The Education Manager is an integral member of the TIWOLOKA Program Management Team, based in Lilongwe. The position is responsible for overseeing and ensuring the technical quality of the Tiwoloka literacy and education interventions to improve the literacy outcomes of primary school students in six districts. The Education Manager provides education and literacy sector-specific technical guidance, oversight, and leadership to drive achievement of desired results, and serves as the project’s key liaison with the Ministry of Basic and Secondary Education. The role encompasses comprehensive set of responsibilities to drive implementation in specific technical area. This includes project planning, technical -level activities, targets and results tracking, and assurance to measure and validate achievement of intended impacts.
Specific duties and responsibilities include the following:
- Leads the development of activity plans and Individual Operating Plan (IOP) in collaboration with program partners for all Tiwoloka literacy interventions in line with project Workplan, donor requirements, and project monitoring and evaluation results and submits to COP for approval
- Recommends and provides technical input during the preparation of procurement plans ensuring consistency with the approved work plan.
- Assesses staff and partner capacity strengthening needs for education and literacy, prepares training plans and submits to the COP.
- Co-leads in the design and implementation of in-service teachers, school administrator, and school governance structure training workshops and ongoing mentoring based on project models and in collaboration with partner staff.
- Provides technical backstopping and guidance to partner staff on the Tiwoloka literacy components.
- Advises project staff on appropriate education and literacy practices and technologies
- Inputs into the development of monitoring and evaluation tools and promote community-based monitoring and reporting systems.
- Monitors performance, adoption and uptake of technologies and innovations by the participants.
- Receives project information from the Project Officers and prepares project reports in compliance with donors and internal requirements.
- Develops and maintains detailed budgets for sector activities, ensuring alignment with project goals.
- Prepare budget forecast to support decision-making and resource allocation.
- Monitors sector expenditures against the budget, identifying variances and taking corrective actions as needed.
- Oversees recruitment, onboarding, and professional development of staff within the sector for all consortium members.
- Inputs into regular performance appraisals and provide constructive feedback to staff.
Required education and experience:
- Degree in education, or women’s studies, management, international relations or equivalent.
- 3 years of relevant experience for school feeding project or commodity management project. Preferably in an INGO setting and within US-funded food aid projects.
- 3 years of relevant experience working on primary education or early grade reading/literacy programming.
- Experience in teacher and school administrator training and mentoring, school management and governance, education for all principles, and school violence prevention.
- Experience in training/facilitation and capacity enhancement.
- Experience developing education technical materials, including strategies, guides, or training content.
- Experience in program planning, implementation, and quality assurance
- Experience liaising with government stakeholders.
