HEAD OF STANDARDS DEVELOPMENT AND CERTIFICATION (HSC)
Job Responsibilities
The Head of Standards Development and Certification will ensure efficient and effective quality assurance systems in the TEVET sector through the development and review of TEVET standards, assessment and certification system.
KEY DUTIES
- Leadership and Management
- Leading and managing the Standards Development and Certification department
- Provide leadership in aligning national TEVET quality assurance mechanisms to local and international standards
- Supervising, coaching, and appraising staff under his/her charge
- Standards Development
- Leading the development and review of inclusive TEVET curricula standards
- Leading monitoring of compliance to standards in curricula delivery
- Facilitate registration of curriculum developers
- Facilitate curriculum development framework reviews
- Develop a Continuing Professional Development (CPD) framework for Trainers in TEVET
- Spearheading all Quality Management Systems and Productivity Enhancement Programs in Standards Development and Certification Department
- Certification and Qualifications
- Regulate the conduct of Competence Based Education and Training (CBET) assessments and certification.
- Leading the conduct of the Assessment and Certification audits in TEVET
- Facilitate development and review of sample assessment materials.
- Facilitate alignment and verification of qualifications in TEVET
- Facilitate implementation of the Recognition of Prior Learning (RPL) in TEVET
- Stakeholder Engagement and Communication
- Validating and publishing developed awareness materials for TEVET standards
- Inducting stakeholders on TEVET standards
- Developing and maintaining linkages and networking mechanisms for sharing information and experiences among stakeholders
- Addressing complaints and queries relating to standards development and compliance at the national level
- Risk Management
- Identifying and mitigating standards development and certification risks associated with the Authority’s operations and transactions.
- Budget Management
- Manage the Standards Development and Certification department budget
- Lead in the development of budget estimates including the preparation of monthly, quarterly and annual cash flow projections in respect of the TEVET Authority’s programs.
Job Context
Reporting to the Director of Quality Assurance, the Head of Standards Development and Certification shall have direct responsibility for the following officers:
a) Senior Standards Development Specialist
b) Senior Certification and Qualifications Specialist
Educational Requirements
- Master’s degree in quality management, technical education, standards development or a related discipline from a recognized university
- Bachelor of education/technical education, standards development, certification or a related discipline from a recognized University
Experience Requirements
- Minimum of 5 years relevant experience
