The Government of Malawi has received a grant from the International Development Association (IDA) of the World Bank toward the cost of digital development in Malawi “Digital Malawi Acceleration Project” and intends to apply part of the proceeds for hiring of a Monitoring and Evaluation Specialist.
The overall aim of the Digital Malawi Acceleration Project is to increase access to, and inclusive use of, the internet and improve the Government’s capacity to deliver digitally enabled services.
The project has four components, namely, Affordable broadband and secure data hosting, Interoperable and secure data platforms, High impact digital services and productive digital usage and Project management. The Monitoring and Evaluation Specialist will guide the overall strategy and implementation of the project’s Monitoring and Evaluation system and provide timely and relevant information to project management and stakeholders at all levels.
The Monitoring and Evaluation Specialist, with the support of the Project Manager, shall assist the Public Private Partnership Commission in strengthening its monitoring and evaluation systems and practices and generating evidence-based feedback for project planning and policy formulation.
The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria shall be:
- A minimum of a bachelor’s degree in areas relevant to Monitoring and Evaluation (e.g. Statistics, Economics and Demography).
- Should Demonstrate having not less than four (4) years of demonstrable experience in designing and implementing M&E in development projects implemented by international NGOs, World Bank or Governments.
- Should demonstrate computer skills and experience in standard Microsoft software, SPSS and / STATA. Proven ICT skills, especially the use of Kobo Toolbox.
- Demonstrate having experience in the use of digital monitoring and evaluation platform, the Geo-Enabling initiative for Monitoring and Supervision (GEMS).
- Demonstrated experience in designing tools and strategies for data collection, analysis and interpreting M&E results
The Monitoring and Evaluation Specialist will be recruited on an individual contract basis initially for a period of three (3) years renewable annually with the possibility of extending the contract subject to the performance of the candidate. The performance will be measured based on quality and accuracy of data, timeliness and compliance with World Bank, national, and project-specific requirements, relevance and usefulness of reports for decision making and effectiveness of data collection tools.
The attention of interested Consultants is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
