VACANCIES ANNOUNCEMENT

Applications are invited from suitably qualified candidates to fill the following vacant positions tenable in the Human Resource and Administration Department of Southern Region Water Board at Head Office in Zomba.

HUMAN RESOURCE OFFICER (GENERIC)

Candidates should have a Bachelor’s Degree in Human Resources Management/Business Administration/Public Administration or related field plus at least three (3) years’ experience in related field.

Reporting to the Human Resource Management Executive, the Human Resource Officer (Generic) will provide human resource management services. She/he will be responsible for:

Administering performance management process and providing direction on management of outcomes; maintaining the Board’s Establishment and preparing quarterly staff returns; administering performance and reward management systems, processes and procedures in accordance with code of conduct in a way that ensures the legal, consistent and fair reward for performance and discipline of staff; initiating the process of staff recruitment, selection, placement and deployment; developing and maintaining HR record systems in accordance with current employment legislation; implementing procedures and systems governing HR Management as a strategic function; mentoring and supervising sectional staff through provision of feedback to ensure that staff achieve the highest level of performance; developing and maintaining database of staff records in appropriate format enabling quick access and retrieval; preparing Personal Emoluments Budget Estimates; interpreting and implementing conditions of service; managing leave days for the members of staff; developing and updating Job Descriptions in liaison with Heads of Departments or Divisions; processing and short listing application letters for employment; coordinating and handling of industrial relations matters; preparing payroll; and demonstrating outstanding commitment to service delivery programs of the Board by personally identifying and reporting water bursts/leakages to customer care Division of which verifiable repair records shall be tendered to be used as one of the components for assessment during one’s performance appraisal time.

The successful candidate shall have good communication, organizational, interpersonal, negotiation, presentation, conflict management and analytical skills. She/he should have demonstrable knowledge of labour laws, human resource best practices, human resource payroll and data management systems.
