DIRECTOR POSITIONS

The Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) is a regionally owned Institute with 15 member countries, currently: Angola, Botswana, Burundi, Eswatini, Kenya, Lesotho, Malawi, Mozambique, Namibia, Rwanda, South Sudan, Tanzania, Uganda, Zambia and Zimbabwe.

Established in 1997, MEFMI was founded with the view to building sustainable capacity in identified key areas in ministries of finance, planning commissions and central banks, or equivalent institutions. MEFMI strives to improve sustainable human and institutional capacity in the critical areas of macroeconomic and financial management; foster best practices in related institutions; and bring emerging risks and opportunities to the fore among executive level officials.

MEFMI seeks to achieve, within its member countries prudent macroeconomic management, competent and efficient management of public finances, sound, efficient and stable financial sectors and economies with strong and sustained growth. The MEMI Secretariat is based in Harare, Zimbabwe.

MEFMI invites applications from suitably qualified and experienced professionals and nationals of MEFMI member countries for the following senior leadership positions:

Reports to the Executive Director

Job Summary
This role provides strategic leadership in the design, implementation, and evaluation of programmes that strengthen financial sector development, stability, and innovation across the MEFMI region. The Director will work closely with member countries, regulators, and key stakeholders to promote best practices and build sustainable financial systems.

Key Performance Areas

  1. Lead the development and implementation of financial sector management strategies and programmes.
  2. Support member countries in strengthening financial regulation, supervision, and innovation.
  3. Support member countries with strengthening sovereign asset management processes
  4. Develop and implement training modules focused on emerging technologies such as fintech, blockchain, Artificial Intelligence (Al), Cybersecurity, digital currencies, trading technologies and data sources.
  5. Monitor global trends and regulatory developments in emerging technologies and provide advisory support to regulators and sovereign asset managers.
  6. Promote regional financial integration and stability.
  7. Conduct and disseminate research on emerging financial sector issues.
  8. Support country authorities with systems for trading and portfolio management.
  9. Promote financial risk oversight at country authorities, including performance measurement & attribution in sovereign assets management.
  10. Provide support country authorities with Enterprise-Wide Risk management all through the ERM chain/cycle.
  11. Prepare an annual work programme in financial sector management for inclusion in the MEMI prospectus.
  12. Build strong partnerships with financial regulators and promote knowledge sharing among stakeholders.
  13. Assist in the selection of candidate fellows, develop a customized training plan (CTP) for fellows, and ensure effective utilisation of the graduate and accredited fellows in capacity building activities in the Financial Sector Management Programme. xiv. Mobilise resources and ensure stability of financial sector programmes.

Qualifications and Experience

  1. Master’s Degree in Economics, Finance, Banking or Business Administration.
  2. At least 10 years of progressive experience, of which 5 years at senior-level, in financial sector management, policy, sovereign asset management, regulation or programme departmental leadership.
  3. Specialised training in Financial Technology (FinTech), Sovereign Investment Management, Financial Supervision or Digital Finance will be highly desirable
  4. Demonstrable understanding of the financial sector management systems and / or Sovereign Asset management contexts.
  5. Experience in working in a central bank, Ministry of Finance, other Regulatory bodies in the Financial Sector and/or regional/international organisation.
  6. Proven track record in designing and delivering capacity building programmes.

  1. A PhD in a relevant area.
  2. Being a MEFMI Fellow.
  3. Research and /or capacity building experience.
  4. Knowledge of the Portuguese language.

  2. Proven ability to design, implement, and evaluate impactful programmes
  3. Excellent communication, networking, and resource mobilisation capacity.
  4. Strong leadership and team management skills in a regional or multi-country environment.

Benefits

The successful candidate will be appointed on a fixed term contract of three (3) years, renewable subject to satisfactory performance. On offer is an attractive remuneration package in US Dollars which is competitive with other similar regional organisations.

Location

The position is located at the MEMI Secretariat in Harare, Zimbabwe and the official language of the Institute is English.
