The Electricity Supply Corporation of Malawi (ESCOM) Limited is incorporated under the Companies Act of the Laws of Malawi. Its core business is to procure, transmit and distribute electric power as well as manage System Market Operations in Malawi. By virtue of being a public entity, ESCOM is subject to the Access to Information Act. In compliance with the Access to Information Act, Act No. 13 of 2017 (the Act) that became operational on 30th September 2020 following the publication of a Notice of Commencement by the Minister of Information in the Gazette dated 11th September 2020, ESCOM is inviting applications from suitably qualified candidates to fill the following vacant positions currently existing within the Corporation:
Position: Information Officer – 1 Position
Grade: ES7
Location: ESCOM Head Office
Supervised by: Chief Executive Officer
Purpose of the Job
To ensure that Corporation’s information is properly managed and proactively disclosed to promote transparency and accountability in conduct of officers thereby contributing to fight corruption and improved service delivery.
Key Duties and Responsibilities
- Ensuring total compliance with legal and regulatory requirements, particularly regarding Access to Information Law.
- Establishing processes and procedures for handling obligations under the Act.
- Attending to all requests for information within a prescribed time frame.
- Updating ESCOM website regularly with requisite information regarding the Corporation’s mandate and operations
- Digitizing all records in the manner prescribed by the Act.
- Facilitating proactive publication of key information to enhance transparency and reduce the need for formal requests
- Developing informational manual with functions, vision, mission, core values.
- Uploading relevant information on ESCOM website and other communication platforms including publication in newspapers, tv or radio to ensure wide circulation where necessary.
- Publishing summary of annual progress report for the previous year within three months before financial year end, and a work plan for the following year.
- Developing, implementing and reviewing records management plans, systems, policies, strategies, and regulations
- Monitoring and addressing complex and/ or sensitive enquiries and issues, including those that are escalated, to ensure timely and effective resolution of issues
- Organizing training on records management and use, and access to information.
- Processing, preserving, and managing disposition of official records
- Designing and implementing innovative solutions to improve efficiency and accessibility.
- Documenting processes and procedures for future reference.

Minimum Qualifications and Experience
- Bachelor’s Degree in either Business Administration, Public Administration, Information Communication Technology (ICT), Business Communication, Management Information Systems, Public Relations, Library and Information Sciences or related fields;
- 3 years’ relevant work experience.
