The Civil Aviation Authority of Malawi (CAA) was established by an Act of Parliament (No.28 of 2017). The mandate of the CAA is to ensure the control, regulation and orderly development of civil aviation in Malawi; to foster safe, sustainable development and security of civil aviation; and to provide for matters incidental thereto.
DIRECTOR GENERAL – LILONGWE
Applications are invited from suitably qualified Malawian professionals to fill the position of the Director General for the CAA tenable at its Head office in Lilongwe. This is a very challenging senior position requiring mature, diligent, anc honest person with extensive managerial experience.
GENERAL DESCRIPTION OF THE JOB
The job holder shall be responsible for carrying out the functions of the Authority as specified under section eighteen (18) of the Civil Aviation Authority Act, 2017 and the specific and general functions vested in the Director General under the Act.
Further, the job holder shall be responsible for the management and administration of the Affairs of the CAA, implementation of the decisions of the Board, and any other administrative or corporate function assigned to the Director General by the Board.
In the discharge of his/her duties, the Job holder shall be accountable to the Board of Directors and be responsible for providing effective leadership in the development and management of the Authority in line with policies, laws and guidelines and to ensure that the Authority’s strategic objectives are congruent and align with the country’s goal of attaining the Malawi 2063 Vision (MW2063) and the actualisation of the MW2063 First 10 Year Implementation Plan (MIP-1).
KEY DUTIES AND RESPONSIBILITIES
- Developing and implementing the Authority’s strategic and operational plans and ensuring attainment of the regulatory mandate.
- Performing all regulatory and oversight functions, duties and general powers relating to civil aviation as promulgated in the Act.
- Ensuring regulation of civil aviation in such a manner as to best promote safety and security for all air transport users.
- Preparing financial proposals for major capital investments and institutional and human resource development projects.
- Engaging and discussing with the Government and other stakeholders on all matters connected with or incidental to civil aviation.
- Providing a civil aviation development framework to the Government, fully reviewed and endorsed by the Board of Directors.
- Managing relations with internal and external stakeholders including appropriate Government Ministries and Agencies.
- Reviewing of Systems Operations and Procedures to ensure relevance in supporting the mandate of the Authority.
- Prudent management and performance of all Authority’s resources such as staff, finance, machinery and others to ensure the attainment of the Authority’s strategic vision.
- Perform such other related functions as may be assigned to her/him by the Authority from time to time.
RELEVANT QUALIFICATIONS
- University Bachelors’ Degree or equivalent professional qualifications in one or more of the major fields of Civil Aviation.
- Relevant university Post Graduate qualification or a Masters’ Degree from an accredited institution of higher learning.
- Demonstrable experience in developing business strategies and effectively leading their implementation.
- Knowledge of the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS) and general civil aviation matters will be an added advantage.
WORK EXPERIENCE
At least ten (10) years management or technical experience in aviation or a field related to aviation; and finance or law.

TENURE
This is a job with a tenure of five (5) years and is subject to renewal for one further term based on performance.
