Inter Aide

Inter Aide is a non-governmental organization founded in 1980, specialised in the implementation of development programmes, in response to the essential needs expressed by the most vulnerable populations. It has been implementing programmes around Water Sanitation and Hygiene (WASH), Agriculture and Community Health in the Central and Southern regions of Malawi.

Inter Aide launched the rural water point maintenance programme in 2008, and then scaled up to 15 districts in the Central and Southern regions. The programme aims at increasing the population who have access to safe water by developing professional maintenance services for rural water supply facilities. Two maintenance programmes are currently carried out; the Southern Region Programme covering the districts of Balaka, Thyolo, Machinga and Phalombe, and the Central Region Programme covering the districts of Mangochi, Ntcheu and Nkhotakota, with cross-cutting actions and a joint coordination from Lilongwe.

Our community health program aims to improve the health of children and women in the target area, by combating the major health risks linked to maternal and/or reproductive health, etc. and major communicable diseases. The programme focuses on raising awareness of rural communities in preventive practices and supporting local public health services to improve access and quality of care.

Therefore, Inter Aide is looking to fill the following three vacant positions under the two programs.

MAINTENANCE PROGRAMME MANAGER

Duty station: Mangochi, with regular trips to other intervention districts.

Purpose of the position
Under the supervision of the Programme Director (based in Lilongwe), he/she is responsible for the implementation, monitoring and evaluation, HR, administration and finance management of the Central Region Maintenance Programme.

The Programme Manager is in charge to manage the project’s resources in an efficient way with the aim to achieve the defined goals. He/she is responsible to allow the programme team (about 15 people) to work in appropriate conditions to fulfil their duties.

Major responsibilities

  • Programme implementation and ensuring quality of activities;
  • Activity monitoring, evaluation and data management, in collaboration with the M&E team;
  • Defining the programme strategy and priorities, in collaboration with the Programme Director;
  • Establishing annual work plans, monthly planning for the programme team;
  • Managing the programme Human Resources, supervising and providing support to the programme team.
  • In charge of the programme financial resources, including annual budgets, monthly fund requests, monthly
    accounting and cash management, in collaboration with the Finance and Admin Manager;
  • Responsible for the administrative tasks, respect of internal procedures, logistics and office management, in collaboration with Inter Aide Lilongwe office;
  • Providing bi-annual and annual activity reports;
  • Ensuring integration of a gender-based approach, in collaboration with the Gender Officer;
  • Representing the organisation among various district stakeholders: District authorities, Water Departments, TAs, WASH implementing partners, Area Mechanics, Spare-part supply chain…;
  • Contributing to promotion and official acknowledgment of maintenance services within national models and guidelines.

Qualifications, skills and experiences

  • Bachelor Degree in Project Management, Community Development, or Water Resources Management, or any related field.
  • At least five years of relevant experience in development project management, of which at least 2 years must be in supervisory positions.
  • Experience in project finance management, ability to manage budgets and ensure clear accounting.
  • Ability to manage a HR, leadership skills, good external relations and communication skills.
  • Self-motivated, ability to be a force of proposition and work autonomously.
  • Good writing and presentation skills.
  • Computer skills in general is required, more specifically in Word, Excel and data management.
  • Ability and motivation to travel very often to the field in various districts.
