
Malawi Environment Protection Authority (MEPA)
The Malawi Environment Protection Authority (MEPA) was established by Section 7(1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.
MEPA is inviting applications from suitable, highly qualified, experienced and motivated candidates to fill the following vacancies tenable at its Secretariat at MEPA House, Nkhalango Street, City Centre, Lilongwe:
A. DIRECTORATE OF ENVIRONMENTAL ASSESSMENTS AND INSPECTION
Job Title: Senior Inspection and Enforcement Officer
Grade: (M4)
Reporting to: Inspection and Enforcement Manager
PURPOSE, ROLES AND RESPONSIBILITIES
Purpose of the Job:
To provide environmental inspection and enforcement services.
Key Roles and Responsibilities
- Conduct both scheduled and surprise site inspections across the country – covering industries processing plants, waste facilities, local authorities, and public premises – to ensure adherence to environmental regulations under the Environment Management Act of 2017.
- Supervise Inspection and Enforcement Officers in carrying out environmental inspection exercises.
- Lead the teams in conducting environmental inspection to check compliance to environmental standards and legislation.
- Participate in meetings and workshops on pollution control matters.
- Investigate complaints and reports on environmental breaches, including pollution incidents, improper waste disposal, or non-compliance with permit conditions.
- Collect evidence for enforcement, such as samples, photographs, interviews among others.
- Support in the provision of training for inspection staff in sampling documentation standards, regulatory frameworks and enforcement protocols.
- Manage information on environmental issues for use in pollution inspection.
- Carry out quality control checks on all reports prepared by Inspection and Enforcement Officers.
- Support in the development of inspection procedures, guides, and checklists to ensure consistency and best practice in the fieldwork.
- Prepare and submitting of the quarterly and annual environmental progress reports for the section.
- Support in the preparation of administrative penalties, Environmental Protection Orders, and fines for non compliance and in serious cases recommend facility shutdown.
- Coordinate with the city, town and district councils on proper waste management.
- Represent the Inspection and Enforcement Manager at sectional meetings.
- Perform any other duties as may be assigned by management.
JOB SPECIFICATIONS AND PERFORMANCE FACTORS
Qualifications and Experience
- A BSc. in Environmental Sciences, and Natural Resources with at least 10 years of experience in environmental inspection after completing a first degree
- MSc in Environmental Sciences, and Natural Resources will be an advantage.
