The Government of Malawi has received a grant from the International Development Association (IDA) of the World Bank toward the cost of digital development in Malawi “Digital Malawi Acceleration Project” and intends to apply part of the proceeds for consulting services of Contracts Management Specialist.
The overall aim of the Digital Malawi Acceleration Project is to increase access to, and inclusive use of, the internet and improve the Government’s capacity to deliver digitally enabled services.
The project has four components, namely, Affordable broadband and secure data hosting, Interoperable and secure data platforms, High impact digital services and productive digital usage and Project management.
Under Component 2, the Project is expected to cover the Next Generation Digital ID and identity verification services, including electronic Know Your Customer (eKYC) and Public Key Infrastructure (PKI). It is with this background that the Government that the Government of Malawi intends to engage the services of Contracts Management Specialist,
The Contracts Management Specialist, with the support of the Project Manager shall provide technical assistance in contract management to ascertain or assess impact of the individual contracts as well as closely monitor the implementation of all the contracts under the Digital Malawi Acceleration Project.
The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating
that they have the required qualifications and relevant experience to perform the Services.
The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria shall be:
- A minimum of a Bachelor’s degree in Economics, Statistics, Information Technology, Electrical Engineering, Procurement or any other related field. Those with master’s degree will have an added advantage.
- Should Demonstrate having not less than ten (10) years of experience in the field of procurement /contract management including enforcement of FIDIC principles. Experience in donor funded projects is desirable.
- Should have at least five (5) years of experience in drafting and managing contract agreements at senior level involving procurement of goods, works and services.
- Demonstrate having knowledge of World Bank Procurement Regulations for IPF Borrowers, the Public Procurement and Disposal of Assets Act of 2025 and Public Procurement Regulations, 2020.
The Contracts Management Specialist will be recruited on an individual contract basis initially for a period of three (3) years renewable annually with the possibility of extending the contract subject to the performance of the candidate.
The performance will be measured based on quality and timeliness of responding to queries, quality and detail of Supplier performance report and quality of Contract Management tools developed for effective and efficient
contract management processes.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
