Project Overview:
The SAFEStart+ project aims to scale up integrated elimination of vertical transmission (EVT) programs in comprehensive engagement countries and address specific barriers to EVT scale-up and validation in focused-activity countries. The project will disseminate innovations, successes, and lessons to peer countries to further increase adaptation and scale-up of evidence-based EVT approaches and advance regional policy, learning, and market-shaping interventions in Africa, Asia, and Latin America.
Position Summary:
The MEL Officer will be responsible for designing, implementing, and managing the monitoring, evaluation, research and learning activities of the SAFEStart+ project in Malawi. This role involves developing robust M&E systems, developing research protocols, conducting data collection and analysis, and facilitating learning and adaptive management processes. The MEL Officer will work closely with PATH Malawi, local health authorities, the project’s global M&E/research team, technical working groups, community advisory boards, and other stakeholders to ensure the effective monitoring and evaluation of project activities.
Key Responsibilities:
Monitoring and Evaluation System Development:
- Develop and implement a comprehensive M&E plan for the SAFEStart+ project.
- Design and adapt M&E tools and methodologies to capture relevant data on EVT integration efforts.
- Establish data collection systems and processes to ensure accurate and timely data collection.
Research management Activities
- Develop research protocols and ensure timely approvals to the local IRB
- Support in the identification of suitable research partner to work
- Ensure research conducted is ethical and of high scientific standards
Data Collection and Analysis:
- Coordinate and conduct data collection activities, including surveys, interviews, and focus group discussions.
- Ensure data quality through regular data verification and validation processes.
- Analyze data to generate insights and inform project decision-making.
Reporting and Documentation:
- Prepare regular M&E reports, including progress reports, impact assessments, and case studies.
- Significantly contribute to the development and implementation of annual workplans
- Document lessons learned, best practices, and success stories to share with stakeholders.
- Maintain an organized database of all M&E data and documentation.
Learning and Adaptive Management:
- Facilitate bi-annual pause and reflect meetings to review M&E data and discuss project progress with stakeholders.
- Co-create tailored adaptive learning plans based on identified gaps and opportunities for innovation.
- Support the dissemination of project findings and lessons learned to peer countries and regional partners.
Capacity Building:
- Provide training and technical assistance to project staff, local health authorities, and other stakeholders on M&E processes and tools.
- Build the capacity of local partners to conduct M&E activities and use data for decision-making.
Collaboration and Coordination:
- Work closely with the Project Manager and other project staff to ensure alignment of M&E activities with project goals.
- Collaborate with PATH’s Global Market Access team to support market and supply chain assessments.
- Engage with technical working groups, community advisory boards, and other stakeholders to ensure effective M&E implementation.
Qualifications:
- Bachelor’s degree in public health, Social Sciences, Statistics, or a related field. Master’s degree preferred.
- Minimum of 3 years of experience in monitoring and evaluation, preferably in public health or development projects.
- Strong understanding of M&E methodologies, tools, and best practices.
- Strong background in HIV/Hepatitis programming in Malawi and or in the region
- Proficiency in data analysis software (e.g., REDCap, SPSS, STATA, R, Excel).
- Excellent communication and interpersonal skills.
- Ability to work collaboratively with diverse stakeholders, including government officials, healthcare providers, international team members and community leaders.
- Strong organizational and time management skills.
- Fluency in English; knowledge of local languages is an asset.
