National Local Government Finance Committee (NLGFC)

The National Local Government Finance Committee (NLGFC) was established under section (149) (1) of the Republic of Malawi Constitution and further powers and functions conferred on it by the Local Government Act (1998), The core functions as defined by Constitution includes: (a) Budget: to receive all estimates of revenue and all projected budgets of all LGAs; to prepare a consolidated budget for all LGAs; (b) Accounting and financial management; to examine and supervise accounts of LGAs; Receive final accounts from LGAs and forward a copy to the Auditor General; to disallow any item of expenditure and to surcharge. (c) Fiscal allocation and transfers; to make recommendations relating to the distributions of funds allocated to LGAs; and with further function to support and enhance local development project management; to enhance Infrastructure and Socio-economic Development; and Support performance improvement in councils.

The NLGFC seeks to strengthen its human capacity to effectively and efficiently deliver its constitutional mandate and functions by engaging suitably qualified, experienced, self-motivated and result oriented Malawian professionals to fill vacant positions of Directors tenable at the NLGFC offices, Area 14, Lilongwe. The following are the position.

Purpose

Facilitate efficient implementation of Infrastructure, Social and Economic Development, Capacity Development, Environmental and Social Safeguards programs.

Key Roles and Responsibilities

  1. Liaising, coordinating and collaborating with relevant stakeholders such as Ministry of Local Government, Unity & Culture (MoLGUC), Ministry of Finance and Economic Affairs (MoFEA), Ministry of Transport and Public Works (MoTPW), Local Government Authorities (LGAs) and development partners on planning, designing, contract management and supervision of infrastructure, economic development, capacity development and environmental and social safeguards programmes.
  2. Developing and implementing strategic mechanisms for identifying training and capacity development needs of Local Authorities and communities
  3. Monitoring and providing technical guidance in the overall implementation of physical infrastructure, economic development, social support, capacity development and environmental and social safeguards programmes
  4. Leading in the preparation of short and long term programmes, plans and budgets for infrastructure, economic development and capacity development programmes
  5. Facilitating, reviewing and consolidating periodic progress reports and final reports on infrastructure and economic development projects.
  6. Mobilizing resources for infrastructure and economic development initiatives
  7. Designing, reviewing and monitoring implementation of policies and guidelines in local development programs in line with relevant provisions or instruments
  8. Managing and monitoring performance of staff, coaching/mentoring, participating in their recruitment and appraising their performance.
  9. Coordinate timely preparation, review and consolidation of relevant reports

Required Qualifications

Master’s Degree in Economics or Rural Development or Engineering or Project Management or any Management sciences from an accredited institution.

Person Specifications

  1. Minimum Eight (8) years of relevant experience at senior management position in Government or Public
    Institutions
  2. Competent in the use of standard computer software such as Word, Excel, Power Point and Internet browsing.
  3. Demonstrated Skills in the Management of Government and Donor Funded Programs
  4. Self-motivated, high level of integrity/confidentiality, result oriented, driver for excellence and creativity.
  5. Able to demonstrate strong ethical standards with highly developed communication and interpersonal skills.
  6. Experience in project management, supervision, project cycle monitoring and performance evaluation.
  7. Result orientated team builder with leadership abilities

Salary Scale

National Local Government Finance Committee salary scale for the Grade shall apply.
