DIRECTOR OF HUMAN RESOURCES MANAGEMENT AND ADMINISTRATION

Applications are invited from suitably qualified Malawians to fill the vacant position of Director of Human Resources Management and Administration that has arisen at Northern Region Water Board, tenable at its Head Office in Mzuzu.

THE ORGANISATION

The Northern Region Water Board (NRWB) is a Parastatal Organisation that was established in 1996 under the Waterworks Act, Cap 72:01 of the Laws of Malawi. The core mandate of the NRWB is to provide potable water supply and waterborne sanitation services to urban, peri-urban, and market centers in the Northern Region of Malawi.

JOB SUMMARY

The Director of Human Resources Management and Administration is accountable to the Chief Executive Officer and is responsible for efficient management of administration and Human Resource services in the Board. Specifically, the Director of Human Resources Management and Administration shall be responsible for the following duties:

PRINCIPAL ACCOUNTABILITIES AND RESPONSIBILITIES

The principal accountabilities and responsibilities for the Director of Human Resources Management and Administration include the following:

  • Facilitating regular review of the organization structure and conditions of service to ensure efficiency and effectiveness.
  • Ensure an efficient and effective oversight of Human Resource Management and Development.
  • Ensure an efficient oversight of General Administration and Office Services
  • Ensure efficient oversight of Information and Communication Technology Services.
  • Managing various risks pertaining to human resource management and other administrative processes and board assets.
  • Promoting development of good corporate culture centered on ethics, efficiency, effectiveness and excellence.
  • Promoting staff leadership development through on and off the job training and development.
  • Advising Management and the Board on various issues pertaining to labour including compliance to labour laws and good practices.

QUALIFICATIONS AND EXPERIENCE

The ideal candidate must have the following:

  • A mature, ethical, well qualified and experienced person with a Master’s degree in Human Resource Management or Business Administration or Public Administration from a recognised institution.
  • A minimum of a Bachelor’s Degree or equivalent relevant professional qualification in Human Resource Management or Business Administration or other related fields.
  • A minimum of eight (8) years post-professional qualification experience of which three (3) years must be at senior executive or middle management position in a busy organization.

The ideal candidate must have the following attributes:

  • A mature self-starter
  • Good analytical and problem-solving skills
  • A good team builder with ability to manage and motivate subordinates.
  • Ability to work under pressure
  • Ability to set priorities and make optimal allocation of resources.
  • Not more than 57 years of age so as to be eligible to serve for a minimum of three years before reaching the mandatory retirement age of 60.

APPOINTMENT AND REMUNERATION

The successful candidate shall be offered a negotiable performance-based contract for a period of three (3) years that will be subject to renewal on satisfactory performance and mutual agreement, with an attractive salary, benefits, and gratuity package commensurate with seniority of the position and qualifications of the successful candidate.
