MEAL COORDINATOR

The Role
Oxfam in Malawi is looking for a result-oriented individual to fill out a position of MEAL Coordinator – CHOICE project to coordinate, provide technical backstopping and capacity strengthenina to Oxfam staffand partners within the CHOICE project on the Program Quality Standards and CAMSA.
KEY RESPONSIBILITIES
Monitoring and Evaluation
- Responsible for setting up of Monitoring and Evaluation framework and plan for the CHOICE project, including the design and coordination of baseline, midline, and endline evaluations, with clear plans for data collection, analysis and use of information based on key performance indicators for the project.
- Lead the preparation of CHOICE project narrative reports. including the Project Implementation Plan (PIP), annual work plans, and periodic reports to Global Affairs Canada (GAC).
- Consolidate inputs from project countries, alignment with donor requirements, and coordinate with Oxfam Canada on final submissions.
- Responsible for program-quality related capacity assessment of partners’ staff working on the CHOICE Project and oversee the development and implementation of related capacity strengthening plans.
- Support Oxfam team in partner review processes and reporting
- Provide support to relevant funding activities, and assist in the development of donor proposals, budget submissions and other necessary activities to secure funding for programme objectives.
- Assist in preparing for and coordinating donor visits in collaboration with Oxfam Canada and country teams
- Provide technical support to the MEAL and PMU Coordinator around designing and development of processes and initiatives to support strategic planning project development, evaluation and learning as required
Accountability
- Collaborate with Oxfam Gender Justice team, Safeguarding Advisor and CHOICE partners to develop, roll out, and continuously strengthen social accountability plans and community-led feedback mechanisms that promote transparency and information sharing.
- Develop and report against accountability and participation-related metrics/KPIs and issues
- Facilitating information sharing with key stakeholders, including partners and beneficiaries, and promote transparency throughout all stages of implementation
Learning
- Monitor performance of Key learning question for the project as outlined in the CHOICE proposal and SAF Cluster learning agenda and advise project team accordingly
- In liaison with the PMU coordinator, facilitate strategic learning exchanges through DEC meetings, technical working group and other relevant platforms, ensuring insights are shared with Oxfam Canada and key stakeholders.
- Lead the development and dissemination of cross-country learning products that capture key findings, innovations, and adaptations from CHOICE implementation.
- Coordinate structured cross-country learning events — virtual or in-person — to ensure regional synthesis of lessons and alignment with GAC’s learning expectations.
Data Management
- Develop and maintain up to date CHOICE project MEAL framework, plans and Indicator tracking tables for partner projects in line with Oxfam MEAL standards.
- This includes contributing to the revision and updating of the Performance Measurement Framework (PMF), in collaboration with Oxfam Canada, with support from the Program Quality Lead.
- Lead the periodic consolidation and analysis of indicator data across all CHOICE countries, ensuring timely updates to the PMF and alignment with GAC reporting timelines.
- Support CHOICE partners and Oxfam project staff in the development of standard data collection tools and protocols at each level of project information flow/data flow chart
- Develop and maintain up to date partner data bases and filling according to reference to partner standard data collection tools and processes/methodologies as outlined in MEAL frameworks and plans
- Lead in partner data validation/ data quality audits
SKILLS AND COMPETENCE:
- Graduate qualification in a relevant field, such, monitoring, and Evaluation, International Development, Social Sciences or Economics.
- At least seven years of professional experience working in the development sector in an international organization context
- Demonstrable understanding and direct experience on design and management of MEAL frameworks for development programs, ideally multi-country programs with a variety of stakeholders and partners
Demonstrated strong monitoring and evaluation skills, including in research and evaluations - Demonstrated experience integrating gender-sensitive approaches into monitoring, evaluation, and learning systems.
- Strong commitment to accountability to communities and community participation in M&E activities
- Demonstrated experience coordinating MEAL with focus on supporting capacity building of local partners
- Experience in database design and management using MS Access or any other data management software
Essential:
- Excellent understanding of gender issues and ability to provide technical advice in relation to gendered MEL processes
- Fluent in written and oral English
- Experience in Sexual and Reproductive Health and Rights (SHR) programming monitoring is considered a strong asset
- Commitment to the aims and objectives of Oxfam.

- Demonstrated commitment to global justice, gender equality and social change, as well as on SRHR issues
- Ability to travel internationally, occasionally to remote locations in difficult conditions
