Post: Director of Health & Services
Grade: E/M2
Location: Mwanza District Council
Duties:
- Plan and coordinate day to day activities of the Directorate
- Advise the Health Committee of the Council and the District Commissioner on all health and Social Welfare Services
- Control the use of resources in the Directorate
- Develop annual health and Social Welfare Services plans for the Council
- Prepare estimated drugs and other necessary medical requirements for the Council
- Ensure that health standards are upheld all the time
- Liaise with the ministry of Gender and Community Services on issues of Social Welfare.
Qualifications:
Applicants must be serving Chief Medical officers, Chief Nursing Officers Chief Clinical Officers, Chief Environmental Health Officers (Grade F/M3) with a minimum of our (4) years’ experience at that post in the local councils and in possession of a bachelor’s degree either MBBS, or Nursing and Midwifery, or Clinical, or Environmental Health, and must be registered with relevant regulatory authorities.
Post: Director of Agriculture
Grade: E/M2
Location: Mwanza District Council
Duties:
- Coordinate agriculture activities in order to ensure that Council’s agriculture plans are implemented effectively;
- Coordinate technology transfer processes for sustainable land management;
- Interpret agricultural related policies and formulate strategies for their implementation;
- Plan, promote and assist in the restoration and development of fisheries resources;
- Coordinate extension activities in the Directorate to ensure sustainable utilization of resources;
- Review Agricultural Policies, systems and methodologies technically and financially from time to time and making recommendations for appropriate action;
- Develop annual Agriculture work plans for the Council;
- Control the use of resources in the Directorate;
- Prepare and submit the budget for the Directorate; and
- Advise the Agriculture Service Committee and the District Commissioner on all matters of the Directorate.
Qualification:
Applicants must be serving Chief Agriculture Officer, Chief Irrigation Officer, Chief Fisheries Officer (Grade F/M3) with a minimum of four (4) years’ experience at that post in the Local Authorities and in possession of a bachelor’s degree in either Agriculture, or Irrigation Engineering or Aquaculture
Job title: Director of Human Resource & Administration
Grade: M2/E
Location: Mwanza District Council
Duties:
- Provide advice to management on human resource and administrative matters.
- Supervise preparation of personal emoluments for the Council
- Preparation of quarterly reports for the department Ensure that staff performance appraisal is being done
- Provide advice and service to standing committees of the council,
- Ensure that government laid down procedure and regulations are being followed,
- Ensure that motor vehicle fleet management systems are developed and adhered to,
- Initiate, formulate and coordinate training programs for council staff,
- Provide a forum for welfare conflict resolution and public relation services,
- Conduct critical appraisals of human resource policies and practices in the council,
- Coordinate and control the provision of support services and ensure availability of resources and facilities,
- Arrange for chiefs installation and welfare.
Qualification
Applicants must be serving Chief Human Resource Management Officers or Chief administrative Officers (Grade F/M3) with a minimum of 4 years’ experience at that post in Local Authorities and must have a bachelor’s degree in Human Resource Management or Public Administration or Business Administration.
Post: Director of Natural Resources & Environment
Grade: E/M2
Location: Mwanza District Council
Duties:
- Coordinate forestry activities in order to ensure that Council’s Forestry plans are implemented effectively;
- Coordinate issues relating to the protection and management of the environment and the conservation and sustainable utilization of natural resources;
- Plan activities required to maintain, restore and develop the forest cover necessary for soil and water conservation, maintenance of biological diversity and supply of forest produce;
- Plan, promote and assist in the restoration and development of fisheries resources;
- Ensure that crops/livestock activities are well coordinated for the effective management of agricultural activities in the Council;
- Coordinate extension activities in the Directorate to ensure sustainable utilization of resources
- Review Mining, technically and Fisheries, Environmental, Forestry programs Financially from time to time and making recommendations for appropriate Action;
- Develop annual Agriculture, Environment and Natural Resources plans for the Council;
- Control the use of resources in the Directorate; and Prepare and submit the budget for the Directorate
- Advise the Agriculture, Environment and Natural Resources Committee and the District Commissioner on all matters of the Directorate Educational Qualification
Qualifications:
Applicants must be serving Chief Forestry Officer, Chief Environmental affairs Officer, Chief Water and Sanitation Officer Chief mining Officer or (Grade F/M3) with a minimum of 4 years’ experience at that post in the local councils and must be in possession of a bachelor’s degree in Forestry, or Agriculture General or Natural Resources, or Water Management, or Mining obtained from accredited institutions
Post: Principal Health Promotion Officer
Grade: G/M4
Responsible to: Chief Preventive Health Officer
Location: Mwanza District Council
Duties:
- Planning, implementation, monitoring and evaluation of Health Promotion programs.
- Coordinate message development, demand creation, materials development and Risk Communication and Community Engagement in the district
- Assist in development of proposals in social and behavior change and execution of the research and dissemination.
- Conduct public health publicity and advisory
- Assist in development of human resource skills in health promotion through trainings.
- Preparation of timely reports and other documentation for submission to authorities
- Coordinate health talk programs in the district
- Conduct supportive supervision on assigned personnel
- Coordinate Community Feedback mechanisms in the district
- Conduct Rapid Qualitative assessments in the district
Qualifications
Applicants must be serving Senior Health Promotion Officer Grade H/M5) regardless of experience or Health Promotion officers (Grade I/M6) with a minimum of four (4) years’ experience on that post in the local councils.
Post: Principal Medical Officer
Grade: G/M4
Location: Mwanza District Council
Duties:
- Serve as ahead of Clinical services department at the council,
- Take lead in clinical work (patient care) including being on call, conduct ward rounds and OPD clinics both at the hospital and peripheral health facilities,
- Recommend the procurement of drugs, medical supplies and medical equipment for the district,
- Coordinate the preparation of annual budgets for the hospital in collaboration with the DHMT,
- Compile periodic reports as determined by the DHMT on the performance of the hospital and curative services in the district,
- Ensure that all deaths in the hospital are audited and measures taken to prevent unnecessary deaths,
- Supervise all medical staff under his/her control.
Qualifications
Applicants must be serving Senior Medical Officers (Grade HH/M5 with a minimum of four (4) years’ experience at that post in Local authorities.
Post: Principal Forestry Officer
Grade: G/M4
Location: Mwanza District Council
Duties:
- Enforce and interpret policy and Law
- Conduct forest resource assessment and mapping
- Protect forest resources
- Promote and establish of forest plantation
- Create forest reserves and protect catchment and other fragile areas
- Promote multiple use of forest resources
- Empower communities in management of forest resources taking into account gender issues
- Coordinate forest development activities with other stakeholders
- Train staff based on forestry sector needs
- Produce, package and disseminate forestry related information
- Undertake supervision of subordinate staff

Post: Senior Clinical Officer
Grade: H/M5
Location: Mwanza District Council
Duties:
- Manage various Medical and surgical conditions in line with National Treatment guidelines and Protocols
- Conduct regular ward rounds and in patients as necessary
- Conduct regular or scheduled out patient’s clinics
- Participate in the training and supervision of clinicians and nurses (Students’ internships) under his or her charge

Post: Radiographer
Grade: I/M6
Location: Mwanza District Council
Duties:
- Taking X-Ray pictures on patients
- Processing and developing X-Ray pictures
- Ordering items for use in X-Ray Department.
- Preparing chemicals for use in X-Ray department.
- Scanning patients using ultra sound equipment.
- Filing X-Rays for future reference
- Supervising cleanliness of X-Ray Department and Junior Staff.
- Evaluating and monitoring quality of Radiographs.
- Recording data in relevant registers and instruments, compiling and analyzing the information, performing performance monitoring and taking appropriate actions for quality and timely services.

Qualifications
Applicants must be serving Senior Radiography Technician with a minimum of 4 years’ experience at that post in the Local authorities or in possession of a bachelor’s degree in Radiography obtained from accredited institution and must be registered with medical council of Malawi.
Post: Senior Community Development Officer
Grade: H/M5
Location: Mwanza District Council
Purpose of the job
Provides guidance and technical backstopping and enforces Government policies and standards for the design and implementation of community development activities.
Key duties and responsibilities
- Provides technical backstopping in the development and use of appropriate community based strategies and approaches to ensure that activity implementation confirms to international standards and communities receive a value for money service.
- Identifies other community stakeholders with resources and organizational capacity to implement Government program at local level and facilitates development of a strategic partnership between community and potential service provider.
- Identifies news areas need and facilitates proposal development and dissemination to potential sources of fund including Government.
- Carries out monitoring of the implementation of self help projects to ensure that there is adequate participation and ownership by communities in line with Government expectations.
- Analyses generic Information Education and Communications (IEC) materials designed for general use; and modifies them to suit the local environment so that they are culturally acceptable in the community.
- Ensures that all programs contain HIV/AIDS messages (prevention and mitigation) and being disseminated through community based approaches
- Carries out capacity development assessment needs of implementing agencies, i.e. District Council, Civil Society Organizations’, Non-Governmental Organizations, and recommends appropriate actions (training, systems or organizational design, materials, approaches) to be taken to address identified performance gaps.
- Works in collaboration with training institutions and other capacity development service providers to develop and implement training programs and offer organisational development support interventions to implementing agencies
- Prepares quality technical monthly and quarterly reports on the performance of service providers highlighting process, success, challenges and suggestions on how to deal with challenges in order not to compromise quality of services being provided to the community.
- Forms a pivotal link between Ministry and implementing organisations and acts a conduit for effective communication and sharing of experiences and best practices by serving on relevant community committees.
- Facilitate exchange of information and sharing best practices between public and private sector (NGO, CSO, corporate businesses) players to ensure that activities being implemented remain responsive and relevant in meeting changing realities.
- Liaises with human rights, gender advocacy, child development and other multi-sectorial organizations at program level to solicit or share information.
- Carries out any related tasks that the (Chief Community Development Officer) may from time to time reasonably request
Qualifications:
Applicants must be serving Community Development Officer (Grade I) with a minimum of 4 years’ experience at that post in the local councils.
Post: Land Resource Conservation Officer (LRCO)
Grade: I/M6
Location: Mwanza District Council
Duties:
- Supervise and provide technical support to field staff in the district;
- Implement physical and biological soil and water conservation measures;
- Assess land resource requirements in the district and delineate areas requiring Urgent attention;
- Train staff and farmers on appropriate farm lay out and provide physical and Biological conservation measures;
- Supervise land resources conservations tiffin the district;
- Assist the principal land resources conservation officer in land resource surveys and evaluation activities,
- Prepare and review the annual work plans and budget for the district;
- Monitor and evaluate land resources and conservation programs in the district;
- Implement programs promoting agro forestry, use of vetiver grass and other low cost message for catchment conservation;
- Prepare and submit monthly and annual reports to the Chief Land Resources Conservation Officer through the District Agricultural Development Officer;
- Ensure timely development and delivery of technical messages for field staff;
- Prepare detailed farm plans upon request
- Developing and evaluating appropriate grazing and livestock management plans in collaboration with animal Health and Livestock Development Officers;
- Carrying of land capability assessments of all proposed estates as part of the Lease application process;
- Advising estate farmers in good land husbandry practices including proper Conservation layout, suitable crops and crop rotation;
- Mapping the natural resources of the district in particular the soils, landforms, Slopes, vegetation, water and existing land use;
- Perform any other duties as assigned by the immediate supervisor
Qualifications:
Applicants must be Serving Senior Assistant Land Resource Conservation Officers (Grade J/M8) with a Minimum of four (4) years’ experience at that post in the local councils OR in possession of a Bachelors Degree in Agriculture General, or Environmental Management or Natural resources management obtained from accredited institutions
Post: Senior Assistant Community Water Supply Officer
Grade: J/M7
Location: Mwanza District Council
Duties:
- Assisting the office of the DWDO in the following areas:
- Supervising community based management training
- Coordinating supervision and organizing meetings with spare parts retailers
