Local Government Service Commission is inviting applications from the suitably qualified Malawians for the following vacancies existing at Thyolo District Council.

DIRECTOR OF HUMAN RESOURCE AND ADMINISTRATION (E/M2)

Job Title : Director of Human Resource and Administration
Grade: E/M2
Location: Thyolo District Council

Duties:

  • Coordinate and control the provision of support services and ensure the availability of resources and facilities (Stationery, equipment, furniture, vehicles) to all Directorates of the Council;
  • Provide advice and other services to standing Committees;
  • Ensure that motor vehicle fleet management systems are developed and adhered to;
  • Ensure adherence to laid down government regulations and procedures before engaging into contracts and procurement processes
  • Initiate, formulate and coordinate training programs for Council staff.
  • Provide a forum for welfare, conflicts resolutions and public relations services;
  • Conduct critical appraisals of existing human resources policies and practices in the Council;
  • Provide sound human resource management and administrative systems and ensure that they are adhered to;
  • Provide and maintain sound management information systems to support financial and human resource management systems in the Council; and
  • Coordinate the development and advancement of the Council’s manpower.
  • Arrange for Chiefs installations and welfare
  • Assist in resolving land disputes.

Educational Qualifications
Applicants must be serving Chief Human Resource Management Officers (Grade F/M3) or Chief Administration officers (Grade F/M3) with a minimum of four years’ experience at that post in District Councils.

 

DIRECTOR OF AGRICULTURE (GRADE E/M2)
Post: Director of Agriculture
Grade: E/M2
Location: Thyolo District Council

Duties:

  • Initiate the formulation, interpretation and unsure the implementation of Agricultural Extension Methodology, Training, Food and Nutrition, Farm Business Management and Media technology transfer policies.
  • Ensure the planning, organizing, implementation and supervising Extension Methodologies, Agricultural Gender Roles Development, Farm Business Management, Food and Nutrition Programmes in all ADDs in the country.
  • Facilitate preparation, implementation, and projects.
  • Facilitate dissemination of recommended technologies by ensuring effective prioritization, design, development, processing and delivery by DAES staff at all levels of Ministry of Agriculture and Food Security i.e. Headquarters, ADDs EPA and sections.
  • Recommend the appropriate extension staff development programs in order to make staff members motivated and effective.
  • Liaise with other Heads of Departments of the Ministry of Agriculture and Food Security on matters affecting Agricultural Extensions.
  • Co-ordinate the dissemination of new technologies from research and other joint sources to farmers through regular forums with stakeholders.
  • Control budgetary expenditures of the DAES Headquarters.
  • Facilitate DAES budget preparations and harmonize and co-ordinate all ADD Extension budges.
  • Liaise with Department of Agricultural Research (DARS), the University Colleges in Malawi, NGOs and other stakeholders concerned with technology transfer on Research/Extension/Farmer (REF) linkages review and updating of Curricula and exchange of relevant information for the benefit of farmers.
  • Ensure that both in-country and offshore training programs are planned and implemented in consultation and collaboration with Agricultural Development Divisions and Human Resource in the Ministry of Agriculture and Food Security Headquarters.
  • Make a constant review of the Departmental. Staff requirements and advise on recruitment.
  • Assist the recruitment and deployment of overseas volunteers.
  • Ensure preparation and maintenance of training records for all DAES Extension staff.
  • Facilitate reports to the Principle Secretary of Agriculture and Food Security on the progress, constraints and issues experienced in extension programme implementation in all ADDs in the country.
  • Foster linkages and maintain strong liaison between Directors and Departments of the Ministry of Agriculture and Food Security and Programme Managers in the Agricultural Development Division pertaining to technology transfer issues.
  • Any other duties that may be assigned time to time by CAETS.

Qualifications
Applicants must be serving Chief Agriculture Officers, Chief Irrigation Officers or Chief Fisheries Officers (Grade F/M3) with a minimum of 4 years’ experience at that grade in Local Authorities.

 

CHIEF SOCIAL AND CHILD WELFARE OFFICER (GRADE F/M3)
Post: Chief Social and Child Welfare Officer
Grade: F/M3
Location : Thyolo District Council

Duties:

  • Development of District plans, implementations and progress reporting.
  • Coordinates the efforts and contributions of Non- Governmental Organizations (NGO’s) technical committee, Ministries/Departments and other voluntary organizations involved in the delivery of Social or other community services
  • Contributes the organizations of activities in the resemblance of National and International days at District level;
  • Plan a budget for activities related to family and Child Welfare, Children services, probation and aftercare and other general Social Welfare programs
  • Undertake various capacity building initiatives to enhance the capacity of families, communities and service provider in the provision of Social Welfare Services.

Qualifications:
Applicants must be serving Principal Social and Child Welfare Officer (Grade G/M4) with minimum (4) years’ experience at the grade in local authorities.

 

PRINCIPAL COMMUNITY DEVELOPMENT OFFICER (GRADE G/M4)
Post: Principal Community Development Officer
Grade: G/M4
Location : Thyolo District Council

Duties:

  • Provides guidance and coordination in community development activities at the district level.
  • Provides technical backstopping in development and use of appropriate community based strategies and approaches to ensure that activity implementation conforms to international standards and communities receive value for money for the services;
  • Identifies other community stakeholders with resources and organizational capacity to implement Government programs at local level and facilitates development of a strategic partnership between community and potential service provider;
  • Identifies new areas of need and facilitates development of project proposals for soliciting of funds;
  • Undertakes monitoring and evaluation of the implementation of community development activities to ensure that there is adequate participation and ownership by communities in line with Government expectations;
  • Analyzes community development Information Education and Communication (IEC) materials designed for general use and modifies them to suit the local environment;
  • Ensures that all cross- cutting issues (Gender, HIV and AIDS, and Environment) are mainstreamed in the community development activities and are being disseminated through community- based approaches;
  • Compiles technical reports on performance of service providers highlighting process, success, challenges and suggestions on how to overcome the challenges.

Qualification
Applicants must be serving Community Development Officers (Grade I/ M7) with a minimum of 4 years working experience at (Grade I/M6) in Local Authorities.

 

PRINCIPAL GENDER OFFICER (GRADE G/M4)
Post: : Principal Gender Officer
Grade: G/M4
Location: Thyolo District Council

DUTIES:

  • Interpret and implementation of the National Gender Policy and all relevant
  • Identify gaps within staff knowledge and skills on gender,
  • Plan and organize capacity building initiatives for officers in Government, Civil Society and Public Sectors and wherever necessary communities on gender;
  • Collection and processing of gender disaggregate data, which will inform policy, program and budget formulation process;
  • Facilitate mounting of campaigns and advocacy activities in liaison with the Ministry of Gender,
  • Disseminate newly adopted protocols, instruments and legislation on gender to sect oral officers, civil society and private sector at district level;
  • Compile and submit reports monthly, quartley and annually to relevant

QUALIFICATION:
Applicants must be serving Gender Officers (Grade I) with a minimum of four (4) years’ experience at that grade in Local Authorities

 

PRINCIPAL IRRIGATION OFFICER (GRADE G/M4)
Post: Principal Irrigation Officer
Grade: G/M4
Location: Thyolo District Council

Duties:

Planning

  • Investigate and plan irrigation development
  • Prepare work plan and implementation schedules and budgets

Implementation

  • Carry out detailed site survey, hydrological and soli investigations, agronomic and environmental studies for the development of irrigation projects.
  • Carry out operations and maintenance of irrigation/drainage schemes with emphasis on quality control budgetary and financial control, timing of schedules (cropping and construction)
  • Carry out investigation of potential for irrigation development, creating awareness of the benefits of irrigation

Monitoring

  • Monitor implementation of programs and performance of schemes
  • Prepare comprehensive reports on physical implementation and financial performance of projects
  • Review agronomic schedules, operation and maintenance schedules to improve performance

4. Training

  • Train staff in the operation, maintenance and management of irrigation
  • Train farmers in the economic utilization of irrigation resource to maximize benefits.

5. Design
Conduct topographical surveys for design or irrigation/drainage systems and dams

Qualifications
Applicants must be serving Irrigation Engineers grade (H/M5) with a minimum 4 years’ experience on that grade in Local Authorities.

 

PRINCIPAL ANIMAL HEALTH LIVESTOCK AND DEVELOPMENT OFFICER (GRADE G/M4)
Post: Principal Animal Health and Livestock Development Officer
Grade: G/M4
Location: Thyolo District Council

DUTIES

  • Coordinate the formulation of annual work plan and budget preparation for all animal husbandry and disease control programs, in the Council.
  • Responsible for the supervision and implementation of livestock production activities in the District
  • Responsible for development and delivery of improved livestock development technologies for use by farmers.
  • Plan and facilitate field days, agricultural shows to disseminate technical messages on animal production and health.
  • Organize and conduct campaigns against livestock diseases in the District Coordinate surveillance activities to prevent entry/spread of livestock diseases in the District.
  • Responsible for the improvement of hide and skins trade, registration of dealers in hides and skins in collaboration with relevant organizations Departments and ministries.
  • Assist in reviewing and updating the various ACTS of the Department.
  • Compile monthly, quarterly and annual reports in animal production and Health.
  • Assist in identifying and drafting proposals on new livestock development projects and monitoring of on – going projects in liaison with the planning section.
  • Assist in conducting staff and farmer training in animal production and Health, basing on training needs assessment.
  • Perform any other duties that may be assigned, by the Director of Agriculture Environment and Natural Resources.

Qualifications
Applicants must be serving Animal Health and Livestock Development Officers (Grade I/M6) with a minimum of 4 years’ experience that grade in Local Authorities.
