
Project HOPE Namibia in Malawi (PHN-MA)
Ana ndi Achinyamata Patsogolo Activity (ANAPA), a PEPFAR-USG funded Project implemented by Project HOPE Namibia in Malawi (PHN-MA), has recently been reevaluated and re-aligned following the US Executive Orders. The project Scope of Work (SOW) will now focus on Life-Saving HIV Service Provision for Orphans and Vulnerable Children (OVC) under Comprehensive HIV service delivery. The SOW covers the following:1) Care and treatment services for people living with HIV (PLHIV) and children living with HIV (CLHIV) that directly impact clinical outcomes; 2) service to address early identification, treatment, linkage/continuity, and viral load suppression for children, pregnant and breastfeeding women and 3) Provide leadership in focused data and systems maintenance activities in support of the lifesaving service provision areas ANAPA project will continue to be implemented in nine high HIV burdened districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). Please take note that Project HOPE Namibia will only undertake activities within the scope of the award; and will not extend to activities related to abortion services, family planning, programs centered on gender, diversity, equity and inclusion (DEI) or transgender surgeries.
It is against this background that PHN-MA, seeks qualified Malawians to fill various positions for the ANAPA Activity as follows:
Assistant MEL Officer
Reporting to : District MEL Officer
Duty Station : Blantyre (3); Mangochi (2), Machinga (2), Thyolo (2), Phalombe (2), Chikwawa (1), Mulanje (2), and Zomba (2)
Supervises: None
Minimum Hours of Work: 40 hours per week

Job Summary
The Assistant M&E Officer will be responsible for data capturing, quality assurance, mentorship, analysis, and reporting for programme activities. He/she will also provide support and verify data for site-specific or district-wide activities under the guidance of the District MEL Officer. The Assistant M&E Officer will work directly with community-based cadres to ensure data captured in District Health Information System 2 (DHIS2) and paper-based files are filed and maintained accordingly.
Specific Duties and Responsibilities
- Support timely data entry into the DHIS to ensure accurate and timely input of project-related information, supporting monitoring, evaluation, and reporting activities for the ANAPA program.
- Provide first line data management support to CPWs and CCWs to ensure data capturing is done online.
- Verify data for completeness, cleanliness, accuracy and documents-related data quality challenges.
- Provide first-line support on data management processes at facility and district level.
- Maintain a weekly schedule for regular field visits for mentoring and supervisory and provide data quality assurance and verification.
- Maintain, compile, and share a weekly journal on data quality issues with the District MEL team.
- Provide weekly report to the supervisor on the data entry status (received versus captured).
- Manage physical and digital paperwork, organizes data entry outputs, and secures hard copies to ensure efficient retrieval and data integrity in accordance with the ANAPA filing system SOPs.
- Undertake facility/catchment Routine Data Quality Assessment (RDQA)
- Maintain good communication with Community Cadres and Supervisors.
- Adhere to policies and procedures in day-to-day operations.
- Respond timely to information queries.
- Comply with data integrity and security policies.
- Any other duties as delegated by the supervisor.
Qualifications and experience required:
- A Diploma in Statistics/Applied mathematics and economics or related fields.
- Experience in data entry, management and analysis of OVC data is an added advantage.
- Proven ICT skills, specifically in Microsoft Office packages and DHIS2

- Possess excellent communication skills.
- Good command of the English language
- Typing and data entry skills
- Attention to detail, results-driven and ability to work under pressure.
- Ability to work independently and within a team.
