Project Brief

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise. GIZ supports the Federal German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years.

GIZ implements the Energising Development (EnDev) Programme in Malawi and is looking for skilled and passionate team members to help improve access to energy throughout Malawi.

EnDev promotes sustainable access to modern energy services worldwide, with a particular focus on the poor. Through its bottom-up approach, EnDev also contributes to creating positive economic, social and environmental impacts. By December 2024, EnDev has helped 33.9 million people worldwide to gain access to either electricity or improved cooking technologies in households. In addition, 35,000 social institutions and 113,000 small and medium-sized enterprises have benefitted from sustainable access to modern energy services. The Energising Development (EnDev) partnership is a multi-donor energy access programme currently financed currently by four donor countries: the Netherlands, Germany, Norway, and Switzerland. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH acts as lead agency for the implementation of the programme and cooperates closely with the Netherlands Enterprise Agency (RVO) as well as other local implementation partners.

EnDev Malawi has been working closely with the Ministry of Energy on access to clean and modern energy through two major components: Improved Cookstoves (ICS) for clean cooking and Electrification through Off-Grid Solar. Under these two components, the project has partnered with multiple companies and implementers to overcome access barriers for households and small businesses. For scaling ICS, EnDev is currently focusing on market development, specifically business development support along the ICS value chain and strengthening of distribution systems. At the same time, EnDev is also piloting high tier cooking technologies like pellet cook stoves and e-Pressure cookers. In addition, there are efforts by EnDev to increase electrification rates in the country by supporting off-grid solar technologies.

The programme interventions are tailored to provide business development support for solar companies, providing capacity building via expert pool and facilitating access to finance.

These interventions complement other components under the programme, like increasing productive use of Energy (PUE), electrifying social institutions, and supporting agricultural technologies like solar water pumps to increase productivity. Among other things, EnDev is supporting the national e-waste policy development multiple components funded by diverse donors.

Your Tasks

Core tasks

In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, liaise with the headquarters to make necessary modifications or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re-solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

In consultation with your line manager, under your role you may assume management responsibility for staff members in band 1, with due regard for GIZ’s rules and processes as well as applicable HR policies, instruments and procedures.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required

Main activities

  • Technical management, responsibility for proper service delivery and use of funds
  • Managing grant agreements with implementing partners, overseeing the implementation and keeping a close eye on targets to be achieved
  • Coordination of the dialogue with implementing partners (e.g. stove production groups and promoters), with the project management and consulting in the field of business/market development for improved cookstoves
  • Development of terms of reference and technical specifications for service contracts and procurement of material goods and technical coordination of local or international procurement procedures
  • Management of international and national experts in the context of project implementation and responsibility for quality assurance of service provision
  • Backstopping data collection activities by implementing partners and companies
  • Liaising with EnDev headquarters, coordinating with different team members to consolidate information relevant for achieving targets
  • Supporting for impact monitoring and reporting of the country measure as well as public relations work
  • Collaboration in the conceptual (further) development of innovative approaches and in the creation of concepts for business development

Your Profile

Qualifications and specialist area

  • Completed university studies in the field of renewable energy, environment, development studies, international cooperation, social science, economics, marketing and business administration or comparable qualifications
  • Several years of professional experience in the energy sector, preferably in the field of solar home systems, improved cookstoves and/or alternative fuels for cooking
  • At least 3 years of professional experience in the development sector
  • Prior experience in leading smaller teams is an advantage
  • Expertise in private sector development and financing, home economics, social campaigning, social behaviour change, social marketing, applied empirical research are an advantage
  • Skills in GIZ project management, knowledge of GIZ procedures in the context of procurement (contracting) of services and physical goods is an advantage
  • Commitment, team spirit, reliability and intercultural understanding are required
  • Demonstrated ability to establish and sustain interpersonal and professional relationships with GIZ/EnDev colleagues, implementing partners, government officials and development partners.
  • Excellent computer skills in MS Office tools (MS Teams/Word Excel/PowerPoint) and data collection software/tools.
  • Strong writing and oral presentation skills, including fluency in English. Knowledge of Chichewa and Tonga languages are an advantage.
