
Malawi Communications Regulatory Authority (MACRA)
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act (Cap. 68:01 of the Laws of Malawi) to regulate the country’s communications sector. Under the Communications Act of 2016, MACRA is mandated to regulate and monitor the provision of communications services and ensure that, as far as it is practicable, reliable and affordable communications services are provided throughout Malawi.

To fulfil its mandate effectively and efficiently with strategic leadership and management, an opportunity has arisen within MACRA to fill various vacant positions. The positions are highly demanding that require people who have demonstrable capacity to initiate innovations geared at making MACRA a rejuvenated, vibrant and competitive Authority. The following are the details of the vacant positions.
LEGAL ENFORCEMENT MANAGER (MA 4)
Job Purpose
The primary function of the position is to perform managerial work in directing both directly and through subordinate supervisors, the activities related to compliance and enforcement of relevant laws. The position also provides general legal advice and support to the legal department.
Key Duties and Responsibilities
- Develop and manage regulatory compliance
- Undertake investigations related to non-compliance with legal and regulatory requirements
- Monitor compliance with license and regulatory obligations
- Develop and oversee control systems to prevent or deal with violations of legal and regulatory requirements.
- Monitor and review breach reports submitted by relevant directorates
- Conduct investigations into alleged noncompliance (Breach Reports) with legal and regulatory requirements
- Assist in devising procedures for the effective and consistent handling of including implementation and monitoring of compliance with handling and investigations of breach reports
- Recommend to Management on appropriateness of enforcement action against any legal and regulatory breaches
- Provide advice on management processes and procedures to be followed on case handling and decision making in breach-related matters to ensure consistency
- Identify industry sectors requiring greater monitoring guidance and recommend audits where necessary
- Manage and maintain a database of handled cases
- Any other duties related to enforcement, or the legal department as assigned by the Director of Legal services from time to time.
- Prepare compliance reports for management.
Required qualifications and experience
- Masters Degree in Law
- Five (5) years’ relevant working experience in the legal or law enforcement environment
