1. The Goverment of Malawi through the Ministry of Education (MOE) is implementing a project called the Malawi Education Reform Program (MERP) Project with support from the World Bank and the Global Partnership for Education (GPE). The project total cost is USD 150 million of which USD 13.2 million is a credit, USD 74.8 million is a grant from World Bank, and USD56.5 million is a grant from GPE. The expected implementation period of the project is four years (2022-2025). The Government of Malawi (GoM) through the Ministry of Education (MoE) therefore intends to apply part of the proceeds for consulting services.

The consulting services include:

  1. Review relevant MoE gender-related polices and strategies to ensure alignment with the project interventions;
  2. Conduct a detailed gender analysis as guided by the project interventions, with emphasis on gender issues in the area and region of focus intervention (e.g. gender division of labour in construction, male and female teacher needs, student-related issues, and constraints on and opportunities for female teachers and female learners’ participation);
  3. Collect gender-disaggregated baseline data to assess and identify gender-differentiated impacts of the project;
  4. Work with the NGO that will implement the learners’ mentors intervention and provide support in the preparation and implementation of its corresponding activities.;
  5. Assist in the development a plan of action that identifies opportunities for mainstreaming gender into the project. The gender specialist will carry out his/her assignment in accordance with what is prescribed in the Project Appraisal Document (PAD)

2. The assignment will initially be for 8 months and will be on a contract basis. The contract may be renewed upon satisfactory performance. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

3. The Ministry now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

4. Qualifications and Experience requirements
The Deputy Program Manager is expected to have the following qualifications and experience

a. Qualifications
Postgraduate university degree in Social Sciences or other relevant discipline (such as Education), preferably with a specialization in gender and /or project cycle management;

b. Experience

  1. Technical and Functional Experience with a minimum of 5 years practical experience in the field of gender equality and gender mainstreaming;
  2. Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes;
  3. Understanding of the gender context in Malawi, and experience working with government institutions and international or non-governmental organizations supporting gender and development work in the specific area of intervention;
  4. Familiarity with gender analysis tools and methodologies in the specific area of intervention;
  5. Strong communication skills, and ability to liaise with various stakeholders, including government officials;

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
