Emerging Public Leaders (EPL) of Malawi specialises in building young professionals for public service at the heart of Government and public service in particular. Brief about the Public Service Fellowship Programme

Started in 2024, the Public Service Fellowship Programme, creates pathways for young and talented university graduates aged 18 to 35, offering them the tools and support to develop into future leaders within the public sector. This is a one-year fellowship programme jointly implemented by the Emerging Public Leaders of Malawi and Government of Malawi through the Department of Human Resource, Management and Development (DHRMD), Office of the President and Cabinet (OPC), Civil Service Commission (CSC) and the Malawi School of Government (MSG) in partnership with thee Mastercard Foundation.

We are looking for a passionate and suitably qualified candidates to fill up the following roles:

Job Title: Monitoring, Evaluation and Learning Officer

Job Specification

The MEAL Officer is a key member of the middle management team and she/ he will ensure that data is consistently and systematically captured and stored in all projects/programmes under his/her jurisdiction.

  • To develop and implement M&E plans including setting goals objectives and indicators
  • To design and implement monitoring systems to track project progress.
  • To develop and maintain M&E frameworks including logical frameworks.
  • To collect and manage data from various sources including project staff, partners and beneficiaries.
  • To ensure data quality, accuracy and completeness.
  • To prepare and submit regular M&E reports to project management, donors and other stakeholders.
  • To support project management in developing and implementing project work plans.
  • To develop and implement a comprehensive M&E plan, including setting goals, objectives and indicators.
  • To design and implement data collection tools
  • To collect, analyze and interpret data and present findings in a clear and concise manner.
  • To provide accurate and timely data and analysis to inform project decision making, planning and implementation.
  • To ensure that project activities are aligned with project goals, objectives and indicators.
  • To design, implement and manage monitoring and evaluation systems to track project progress, outcomes and impact.
  • To attend M&E Summits and contribute to the M&E community of practice

In order to be successful, you will bring/have:

  • Relevant Bachelor’s Degree in Monitoring and Evaluation, Social Science, Computer Science, Statistics, Demography, Economics, International development, or Public Health.
  • At least 5 years hands-on experience in delivering MEAL functions e.g. designing, maintenance of databases and development of tools.
  • Very good skills in Monitoring and Evaluation, effective use of log frame indicators and results-based frameworks for reporting of outputs, outcomes and impact.
  • Understanding of and ability to apply quantitative and qualitative data collection methods, including survey design, and data entry and analysis.
  • Skilled in field work monitoring with ability to identify lessons learnt.
  • Ability to design, conduct and analyse programme operational research.
  • Ability to support programme evaluation or survey in youth development programming, public service and good governance related fields.
  • Experience in facilitation of programme planning sessions and training.
    Experience in managing field data collection work.
  • Experience with computer packages such as MS Word, SPSS, Access, Excel, powerpoint and email.
  • Familiarity with mobile data collection platforms such Kobo Collect, ODK or Survey CTO.
  • Ability to critically review research/evaluation reports by independent consultants.
  • Good interpersonal and respectful communication skills in English and Chichewa.
  • Ability to work well with Government structures.
  • Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.
  • Commitment to and an understanding of the Emerging Public Leaders’ mission and vision.
  • Ability to work within a multicultural setting
