Teachers Council of Malawi (TCM)

The Teachers Council of Malawi (TCM) is a parastatal organization mandated to regulate the teaching profession in Malawi. Established under the Education Act No. 21 of 2013, TCM is responsible for ensuring high standards of professionalism, accountability, and ethical conduct among teachers across all levels of the education system. The Council oversees teacher registration, professional development, and compliance with ethical and professional standards to enhance the quality of education in the country.

In pursuit of its mission, applications are invited from suitably qualified persons of Malawi origin to fill the following Executive Management vacant position tenable in the Teachers Council of Malawi (TCM) at Kanengo in Lilongwe:

Purpose of the Job

The Chief Executive officer shall be responsible to the Board of Directors for the efficient and effective operations of the Teachers Council of Malawi. He or she shall lead a multidisciplinary corporate management team and will have the overall responsibility for managing the council. He or she shall provide the leadership, guidance, advise on policy and overall strategic direction of the Council and its resources.

Key Duties and Responsibilities

Under the general direction of the Board, the Chief Executive Officer’s key duties and responsibilities shall include but not limited to, the following:

  1. Formulating, reviewing and monitoring implementation of TCM policies, strategies systems and work plans and creating an appropriate working environment;
  2. Maintaining and safe custody of the register of Teachers and Tutors
  3. Issuing licenses to Teaching practitioners;
  4. Establishing and maintaining strategic partnerships with relevant government and private entities including teachers’ unions, professional boards and associations, research and academic institutions, industry players and the general;
  5. Monitoring and evaluating organizational performance in meeting strategic objectives and determining areas of potential improvement;
  6. Leading and coordinating the development and review of resource mobilization strategies;
  7. Providing secretarial services to meetings of Council and Sub – Committees;
  8. Preparing and presenting appropriate reports to Council and Government as required from time to time;
  9. Advising the Minister responsible on all matters related to the Teaching profession under TCM jurisdiction and;
  10. Representing the Council at regional and international fora.

Education Qualifications and Experience Required

  • Master’s Degree in Education; Teacher Education or related field obtained subsequent to a University Bachelor’s Degree from a recognized and accredited Education Institution.
  • Eight (8) years postgraduate work experience in a senior management position in a field relevant to the functions and responsibility of the Council.

The ideal candidate for the position should have the following attributes:

  3. Able to meet urgent deadlines
  4. Have basic computer knowledge
  5. Someone of high integrity
  6. Excellent interpersonal skills

Appointments and Renumeration

Successful candidates shall be appointed on three (3) years performance-based contracts with an attractive salary and benefits commensurate with the seniority of the position and the qualifications of the candidate.
