The Malawi Government through the Ministry of Energy has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT Malawi) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include overall management of Project procurement activities as part of the Project implementation arrangement, in accordance with World Bank procurement procedures and guidelines. The Procurement Specialist will have experience in international procurement, management of public procurement and project management.

Working experience of at least five years executing procurement functions of which three years must be in World Bank funded projects will be required. The assignment is for the period of Five (5) years renewable annually based on satisfactory performance. The selected individual must be ready to start work by 1st April, 2025. The Ministry of Energy now invites eligible individuals (“Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • BSc in Procurement and Supply Chain with minimum 5 years post graduate experience in procurement, and contract management in the public sector). Master’s Degree will be an added advantage;
  • A professional qualification in procurement from recognized institutions (such as the Chartered Institute of Purchasing and Supply (CIPS) level 6;
  • Must have good knowledge of procurement policies and procedures of the World Bank; as well as good knowledge of the institutional, technical, and commercial aspects of procurement;
  • Minimum 3 years work experience on donor funded projects is a must;
  • The candidate must have knowledge of the Malawi Public Procurement and Disposal of Assets Law, Regulation and Desk Instructions;
  • Excellent skills in project management, communication, and team work, integrity, accountability and transparency demonstrated in previous jobs;
  • Strong familiarity with procurement software and tools; and
  • The candidate must be a registered full member of Malawi Institute of Procurement and Supply (MIPS)

The attention of interested Consultant(s) is drawn to Section Ill, paragraphs, 3.14 to 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September November 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
