Assignment Title: Assistant Financial Management Specialist

The Malawi Government through the Ministry of Energy has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT Malawi) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include supporting implementation of financial management activities under the Project, ensuring proper financial documentation, compliance with regulations, and efficient processing of financial transactions. The Assistant Finance Management Specialist will have working experience of at least three (3) years in financial management, accounting, or auditing in World Bank or donor-funded projects. The assignment is for the period of Five (5) years renewable annually based on satisfactory performance. The selected individual must be ready to start work by 1st April 2025. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- A Bachelor’s Degree in either Accounting, Finance or Business Administration (Majoring Finance/Accounting) from a recognized institution. A Diploma in Accounting or Finance, with significant experience, may be considered.
- Familiarity with Government of Malawi Public Finance Management (PFM) systems and regulations.
- Understanding of World Bank/IDA financial management policies and disbursement procedures.
- Experience in using TomPro, a financial management system used in donor-funded projects
The attention of interested Consultant(s) is drawn to Section Ill, paragraphs, 3.14 to 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
