The Malawi Government through the Ministry of Energy has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT Malawi) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include overall execution of monitoring and evaluation activities for the Project. The M&E Specialist will have working experience of at least five years executing M&E management functions of which at least three years must be in World Bank funded projects. The assignment is for a period of Five (5) years renewable annually based on satisfactory performance. The selected individual must be ready to start work by 1st April 2025. The Ministry of Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A Bachelor’s Degree in either Economics, Development Economics, Monitoring & Evaluation, Development Studies, Statistics, or a related field; a Master’s Degree will be an added advantage
  • At least 5 years of experience in M&E for large-scale donor-funded projects, preferably in the energy or infrastructure sectors.
  • Proven track record in developing M&E systems and tools, conducting evaluations, and using data for decision-making.
  • Experience with World Bank or other international donor-funded projects is highly desirable
  • Strong analytical and problem-solving skills with the ability to interpret complex data
  • Proficiency in Microsoft Project and M&E software and tools (e.g., SPSS, STATA, EXCEL or similar statistical software).
  • Excellent written and oral communication skills.
  • Strong interpersonal skills with the ability to engage diverse stakeholders

The attention of interested Consultant(s) is drawn to Section Ill, paragraphs, 3.14 to 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
