The Malawi Government through the Ministry of Energy has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT Malawi) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include supporting implementation of environmental and social safeguards for the Project. The Environmental and Social Safeguard Specialist will be responsible for ensuring that all project activities comply with applicable national and international environmental and social safeguards policies, laws, and standards, including the World Bank Environmental and Social Framework (ESF). Working experience of at least five (7) years executing environmental and social safeguards functions of which three years must be in World Bank funded projects will be required. The assignment is for a period of five (5) years renewable annually based on satisfactory performance. The selected individual must be ready to start work by 1st April 2025. The Ministry of Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A Bachelor’s Degree in either Environmental Sciences, Environmental Engineering, Environmental Policy, Environmental Management and Economics or Natural Resources Management. A Master’s Degree will be an added advantage. Those with a related degree with a bias or focus on Environmental and Social safeguards may be considered.
  • Knowledge and experience in environmental and social safeguards planning and management, with 7 years of progressive experience in environmental and social safeguards management;
  • Have thorough working knowledge of World Bank environmental and social safeguards policies and have demonstrated experience in successfully preparing safeguard tools by World Bank standard;
  • Be familiar with World Bank Group Gender Strategy (2016-23), and gender and energy linkages in Malawi;
  • Have experience with designing and delivering capacity building programs on Environmental, gender and social safeguards;
  • Be familiar with environmental, social, gender and economic conditions prevailing in Malawi;
  • Solid understanding of issues relating to development projects, reconstruction and conflict mitigation, including the ability to speak persuasively and present ideas clearly and concisely;
  • Have excellent oral and written communication skills in English, as well as team participation and management skills;
  • Strong organizational and communications skills and ability to interface with grassroots, district and sector players in the discipline;
  • Demonstrated Computer Skill (Proficiency in using computer desktop application MS Office (Word, Excel and Power Point); and
  • Highly motivated with a positive attitude and energy.

The attention of interested Consultants) is drawn to Section Ill, paragraphs, 3.14 to 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
