Assignment Title : Finance Management Specialist

The Malawi Government through the Ministry of Energy has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT Malawi) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include overall management of Project finance activities as part of the Project implementation arrangement. The Finance Management Specialist will have working experience of at least five (5) years executing finance management functions of which at least three (3) years must be in World Bank funded projects. The assignment is for the period of Five (5) years renewable annually based on satisfactory performance. The selected individual must be ready to start work by 1st April, 2025. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- A Bachelor’s Degree in either Accounting, Finance or Business Administration (Majoring Finance/Accounting) from a recognized institution. A Master’s Degree in the relevant field will be an added advantage.
- A professional qualification such as Association of Chartered Certified Accountant (ACCA) or Chartered Institute of Management Accountant (CIMA) or its equivalent obtained from a recognized institution.
- Experience in managing financial operations of development projects, preferably in the energy or public sector.
- Proven experience in public sector financial management and familiarity with Government of Malawi Public Finance Management (PFM) Act, regulations, and procedures.
- Strong understanding of World Bank/IDA financial management policies and disbursement procedures.
- The candidate must be a registered full member of a recognised professional accounting body.
- Strong experience in TomPro, a financial management system used in donor-funded projects.
- Strong analytical and problem-solving capabilities.
- Ability to work under pressure and handle multiple tasks simultaneously.
- High ethical standards, commitment to transparency, accountability, and confidentiality.
The attention of interested Consultants) is drawn to Section III, paragraphs, 3.14 to 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
