Malawi Communications Regulatory Authority (MACRA)

Introduction
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 1998 to regulate the provision of services in the communications sector of Malawi, comprising telecommunications, posts and broadcasting.

Currently, under the Communications Act, 2016, MACRA is mandated to regulate and monitor the provision of communications services and ensure that, as far as it is practicable, reliable, and affordable communications services are provided throughout Malawi and are sufficient to meet the demand for such services in accordance with the principles of transparency, certainty, market orientation, efficiency, and consumer satisfaction. The Vision of MACRA is to create a universal access and usage of ICT services in Malawi to facilitate the development of the ICT Sector through efficient and effective regulation and research.

Deputy Director Legal Services (Licensing and Regulatory Affairs) (MA3)

Job Purpose:
To work closely with the Director of Legal Services to oversee licensing processes, compliance monitoring, enforcement, litigation, corporate secretarial work, and drafting.

Duties:

  1. Collaborate with the Director of Legal Services on licensing, compliance monitoring, enforcement, litigation, corporate secretarial work, and drafting.
  2. Provide management and oversight to licensing and Regulatory Affairs department staff and ensuring compliance with relevant legal and regulatory instruments.
  3. Manage regulatory compliance and enforcement of governing laws and legal/ regulatory instruments.
  4. Oversee the licensing process, ensuring licenses are processed in accordance with applicable governing laws and regulations.
  5. Monitor emerging and long-term needs in licensing, compliance monitoring, and enforcement.
  6. Contribute to the development of proposals and legal/regulatory instruments to enhance MACRA’s capacity to respond effectively to emerging needs.
  7. Ensure compliance by MACRA with its legal and statutory obligations.
  8. Prepare periodic reports to the Director of Legal Services, facilitating ongoing reviews of departmental operations and performance against the MACRA Strategic Plan, Budget, work plans, and statutory obligations.
  9. Undertake any other duties as assigned by the Director of Legal Services.

Education and Professional Qualifications

  • Master’s Degree in ICT Law or law
  • LLB(Hons).
  • Seven (7) years in experience of legal practice, with a focus on licensing and regulatory affairs.
  • Proven leadership and team management skills.
  • Excellent communication and interpersonal abilities
  • Strong analytical and problem-solving skills.
