VACANCY: RENEWABLE ENERGY REGULATION SPECIALIST
A. Introduction and Background
The Malawi Energy Regulatory Authority (MERA), the Energy Sector Regulator was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent, efficient and cost-effective manner for the benefit of consumers and operators. MERA’s vision is to be a recognized global leader in Energy Regulation.
To fulfil the mandate and vision effectively and efficiently, An opportunity has arisen to engage qualified persons of Malawian origin to fill the position of Renewable Energy Regulation Specialist (M5) tenable at MERA Head Office in Lilongwe. Management therefore invites applications from suitably qualified candidates to fill the position on a permanent basis.
B. Post: Renewable Energy Regulation Specialist
Grade: M5
Reporting to: Senior Renewable Energy Regulation Specialist
Responsible for : N/A
Purpose of the Job
To ensure effective regulation, monitoring, and facilitation of renewable energy initiatives to promote sustainable energy development, investor confidence, and consumer protection in the country as set by the authority.
Key Duties
- Developing technical specifications and statistically based quality monitoring system for renewable energy relating to performance indicators, safety, environmental and quality for the existing and potential investors.
- Processing new applications and renewals for renewable energy licenses
- Conducting regulatory inspections and investigations to assess compliance with set renewable energy regulations and standards and performance.
- Drafting renewable energy inspection and investigation reports and analysing performance reports received from renewable energy service providers
- Drafting procedure manuals for generation, transmission and distribution of renewable energy, and ensure stakeholders education and general public awareness.
- Developing and maintaining databases of renewable energy projects, performance metrics, and compliance records to support data-driven regulatory decisions
- Handling disputes between stakeholders, enforcing compliance measures, and recommending penalties for non-compliance with renewable energy regulations as set by the authority
- Liaising with Government of Malawi and other stakeholders and representing the Authority on technical matters relating to renewable
C. Minimum Education Qualification, key attributes and Experience
- Must have a Bachelor’s degree in Renewable Energy obtained from a reputable institution.
- Must have at least three (3) years relevant work experience.
- Must demonstrate thorough knowledge of the energy sector.
- Must be a team player with high level of integrity.
- Must be result oriented and be able to work under pressure and during odd hours.
