TRANSFORMING LANDSCAPE AND LIVELIHOODS PROJECT: A CROSS-SECTOR APPROACH TO ACCELERATE RESTORATION OF MALAWI’S MIOMBO AND MOPANE WOODLANDS FOR SUSTAINABLE FOREST AND BIODIVERSITY MANAGEMENT
ADVERTISEMENT FOR THE POSITION OF DISTRICT ACCOUNTANTS (3 Positions)
The National Local Government Finance Committee in collaboration with Department of Forestry is implementing a five-year “Transforming Landscapes and Livelihoods: A cross-sector approach to accelerate restoration of Malawi’s Miombo and Mopane woodlands” Project. The Project is funded by the Global Environmental Facility (GEF) under GEF-7 and implemented with technical support from Food and Agriculture Organization (FAO). The Project Objective is “Sustainable management of the Miombo and Mopane productive landscapes in the Districts of Ntcheu, Balaka and Mangochi, contributing to national land degradation neutrality targets”
As part of fulfilling this mandate, NLGFC seeks to recruit suitably qualified individuals to the position of District Accountants for Ntcheu, Balaka and Mangochi.
DISTRICT ACCOUNTANTS
Location: Ntcheu, Balaka and Mangochi
Duration: 12 months (renewable)
The positions are based in the implementing Districts and will be reporting to the Executive Director for NLGFC and the Director of Forestry through District Commissioners.
KEY RESPONSIBILITIES AND TASKS
Job Purpose:
To maintain and update books of Accounts including preparing monthly financial reports at the district level, keeping the fixed asset register, performing bank reconciliations, and following up on the liquidation of disbursed funds
Responsibilities:
- Prepare and submit timely monthly and quarterly financial reports, reconciliations, and cash flow projections
- Provide any financial information as requested, and respond to any other financial queries by the District Project Coordinator
- Ensure timeliness of required financial reports to the NLGFC and FAO regularly
Monitor cash flow and cash projections, and ensure that sufficient funds are always available in the bank; - Prepare the project’s payroll every month;
Ensure all payroll statutory deductions are remitted on time to the relevant authorities; - Prepare and submit monthly, quarterly, and annual statutory returns to all relevant authorities; and
- Ensure timely submission of payroll cheques to the bank preparing payment vouchers, and managing and ensuring timely payment of invoices by the project
- Check arithmetic accuracy and budgetary compliance of all funds requested
- Making follow-up of all disbursed funds for timely liquidation and banking of all un-used funds
- Ensure that financial transactions are properly recorded in the accounting system and are updated regularly
- Update fixed asset register
- Filing of finance-related documents
- Safeguarding of cash and other project assets
- Perform bank reconciliations
- Support the PMU Project Account during year-end audits.
QUALIFICATION AND EXPERIENCE
- Possession of a Bachelor’s Degree in Accounting, those in the final stages of ACCA are encouraged to apply
- A minimum of 3 years working experience in a Donor funded project
- High level knowledge of and efficiency with Microsoft Excel and Word, as well as knowledge of QuickBooks Pro and other financial management accounting software.
- Proven Knowledge of budgeting, accounting and cash control processes.
DURATION OF THE ASSIGNMENT
The assignment will be for a period of three years, twelve (12) months renewable on a full-time basis with monthly pay.
