TRANSFORMING LANDSCAPE AND LIVELIHOODS PROJECT: A CROSS-SECTOR APPROACH TO ACCELERATE RESTORATION OF MALAWI’S MIOMBO AND MOPANE WOODLANDS FOR SUSTAINABLE FOREST AND BIODIVERSITY MANAGEMENT

ADVERTISEMENT FOR THE POSITION OF DISTRICT COORDINATORS (3 Positions)

The National Local Government Finance Committee in collaboration with Department of Forestry is implementing a five-year “Transforming Landscapes and Livelihoods: A cross-sector approach to accelerate restoration of Malawi’s Miombo and Mopane woodlands” Project. The Project is funded by the Global Environmental Facility (GEF) under GEF-7 and implemented with technical support from Food and Agriculture Organization (FAO).

The Project Objective is “Sustainable management of the Miombo and Mopane productive landscapes in the Districts of Ntcheu, Balaka and Mangochi, contributing to national land degradation neutrality targets”

As part of fulfilling this mandate, NGFC seeks to recruit suitably qualified individuals to the position of District Coordinators for Ntcheu, Balaka and Mangochi.

DISTRICT COORDINATORS

Location: Ntcheu, Balaka and Mangochi
Duration: 12 months (renewable)

The positions are based in the implementing Districts and will be reporting to the Executive Director for NGFC and the Director of Forestry through District Commissioners.

KEY RESPONSIBILITIES AND TASKS

Job Purpose:
Implementation of the project interventions in each District through planning, coordination, and monitoring of project activities.

Responsibilities:

  • Ensure compliance with all Operational Partners Agreement (OPA) provisions during the implementation, including on timely reporting and financial management;
  • Coordinate the preparation and implementation of Annual Work Plans and Budgets (AWPBs) in the District;
  • Coordinate and monitor closely the implementation of project activities, and provide close supervision of the Field Assistants;
  • Coordinate the work of all implementation partners in the District;
  • Identify local level beneficiaries for participation in the project;
  • Plan and facilitate implementation of Sustainable Land Management (SLM), Sustainable Forest Management (SFM) and Green Value Chain activities by target landscapes village level stakeholders;
  • Coordinate implementation of the Farmer Field Schools (FFS) activities and the dissemination of SLM and SFM best practices;
  • Establish community seed banks (CSBs) and tree seed and seedlings production centers;
  • Oversee and provide technical guidance in GVC activities and other Non-Timber Forest Products (NTFPs) value chains development;
  • Oversee the development and implementation of the ILMPs/ VLAPs and supervising all field SLM and SFM activities;
  • Implement conservation of areas of high biodiversity;
  • Ensure regular communication and promote close collaboration with government and non- governmental partners in the District;
  • Ensure continuous collaboration, communication and team work with the field workers;
  • Provide support with domestic logistic, mission planning, access to data and report, and organization of meetings with relevant officials for experts’ missions;
  • Support and supervise the work of short-term and long-term consultants to ensure timely delivery of outputs to an acceptable standard;
  • Facilitate the different workshops to be organized during the project period and support the preparation of workshop reports/ proceedings as applicable;
  • Provide technical advice in collaboration with relevant District partners to ensure that the appropriate approaches are followed during project implementation (participatory and integrated approaches, multi-stakeholder participation, etc.).
  • Prepare regular project and ad hoc reports
  • Provide required information for preparation of project progress reports including on co-financing initiatives to the Project Management Unit (PMU);
  • Perform other duties as may be required by the National Project coordinator (NPC) in order to ensure that project operations proceed according to schedule and foreseen project results are achieved in target districts;
  • Monitor and maintain records of project expenditures in the landscapes;
  • Assist the PMU with the set-up and implementation of the project M&E system.

QUALIFICATION AND EXPERIENCE

  • Degree in forestry, natural resource management or other relevant specialization.
  • A minimum of 6 years of relevant professional experience, including practical experience in the implementation of interventions for the sustainable management of forest, farm and grassland resources.
  • Experience working in the targeted landscape.
  • Proficiency in Excel, Word, PowerPoint, MS Office.

DURATION OF THE ASSIGNMENT

The assignment will be for a period of three years, twelve (12) months renewable on a full-time basis with monthly pay.
