Gender Justice Programme & Policy Manager

The Role
Oxfam in Malawi is looking for a result oriented individual to fill out a position of Gender Justice Programme & Policy Manager to lead the development, planning, coordination of Gender Justice programmes in Malawi in collaboration with partners and roll out advocacy and campaigns activities for Oxfam.
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Thought leadership: (40%)
- Adopt a “thought leadership” attitude, staying up to date with the latest development thinking, undertake/commission organised research and analysis and spend time in reflective consideration to develop a comprehensive understanding of poverty, gender & development, gender (power) relationships linkages between gender and culture and the linkages between women and the political/ policy environment.
- Provide facilitative leadership, develop delivery strategy, help prioritise key activities and issues, identify and coordinate the local to regional to continental to global interface and provide strategic guidance on how best to achieve long term impact and sustainable change.
- Actively engage with other colleagues ensuring that projects are designed taking into consideration the power dynamics that women face and ensuring that the projects enhance and strengthen women’s position in society, to ensure that all our projects are gender sensitive.
- Maintain awareness of the perception of Oxfam’s reputation on Gender Justice programming and delivery in Malawi and recommend appropriate action to ensure that it remains respected and credible.
Programme Support and Facilitation: 15%
- Investigate and develop new project ideas including leading strategic thinking for project design, detailed power analysis of problem, an inclusive design process and proposal writing.
- Support Thematic lead in managing the Gender Justice Programme Implementation Plan (PIP) and its associated projects ensuring donor and other reports are done on time and to a high quality.
- Actively participate in the Regional Gender Justice and advocacy networks supporting the increased emphasis of gender sensitive programmes in the region.
- Develop and facilitate links with regional bodies, civil society, the private sector and governments, initiating contacts and building associations that can be used to enhance Oxfam’s work.
Partnership Management and Capacity Building 10% - Support identification, assessment, capacity building and relationship-building with potential partners (operational, strategic and alliance-based), ensuring appropriate standards and relevant approaches are used for each partner arrangement.
- Manage the partner relationship with the objective of making the partner organisations viable, independent and self sustaining, capable of running themselves effectively in all organisational areas (including board management, good governance, staff management and financial standards) as well as in providing their specialist technical services to the community.
- Hold regular meetings with partner organisations to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.
Network and Alliance Building:(10%)
- Build and foster national alliances and networks that enhance sharing, learning and collaboration among relevant organisations and individuals.
- Develop and facilitate links with civil society, the private sector and government departments, initiating contacts and building associations that can be used to develop initiatives related to gender justice and equality that have a pro-poor focus.
- Adopt a proactive approach to undertaking relevant lobbying, campaigning and advocacy work to increase other peoples understanding of programme issues and to influence their approach and decisions in support of Oxfam’s work
- Work closely with other NGOs, women’s rights NGOs and groups the UN and other likeminded stakeholders to ensure maximum impact of policy and advocacy work.
Program Development and Resource Mobilisation (15%)
- Support the GJ Thematic Lead in the development of sector related donor proposals, budget submissions and other necessary activities to secure funding for Gender Justice programme objectives in country and at regional level.
- Ensure compliance with donor grant requirements, provide input into donor reports and manage donor visits as appropriate
- Manage budgets against programme plans to achieve the best return on available funds, delivering agreed programme objectives within budget constraints
- Undertake regular monitoring to continually assess program performance and delivery against agreed project results and recommend action to ensure delivery is achieved according to donor contracts.
People Management (10%)
- Manage Programme Team- Gender Justice Program according to Oxfam’s Performance Management systems
Applicants should at least have a minimum of:
Education:
- Bachelor’s Degree in relevant subject (International Development, Gender, Public Health, Economics, Politics, etc.); Masters Degree will be an added advantage
Experience & Skills
- 5+ years of leadership experience, preferably within a large development or humanitarian organisation;
- Extensive experience of programme development and Project Cycle Management (PCM) principles.
- Significant monitoring and evaluation experience and skills;
- Excellent knowledge of programme development and delivery approaches, tools, methodologies and best practices;
- Comprehensive understanding and attitude to safe programming, gender and HIV and AIDS that encompasses diversity and minority issues and their intersection with poverty and human rights;
- Commitment to and good knowledge of working in a partnership approach across the spectrum of development, humanitarian and campaigning work, including innovative approaches to capacity strengthening;
- Experience of and thorough understanding of a “Rights Based Approach”, including conceptual clarity of power analysis.
- Demonstrable excellent conceptual and analytical skills, and demonstrable ability to think strategically, innovatively and practically to improve programme quality.
