PHIM CDC COOPERATIVE AGREEMENT (CoAG)

The Malawi Government through the Ministry of Health established Public Health Institute of Malawi (PHIM) in 2012, as a Centre of Excellence in Public Health. Its primary role is to provide leadership in disease surveillance, research, prevention, and control through generating evidence that informs policy and advances practices in public health service delivery. PHIM is dedicated to strengthening the nation’s capacity in order to respond to a broad spectrum of public health challenges. This includes addressing emerging communicable and non-communicable diseases.

PHIM with technical and financial support from the Centre for Disease Control (CDC) is implementing a five (5) year project, entitled “Building and Strengthening Public Health Systems for HIV and Public Health Surveillance, Response, and Control in Malawi” under the President’s Emergency Plan for AIDS Relief (PEPFAR) through a Cooperative Agreement (CoAg). The project aims to enhance national HIV surveillance and response and strengthen the public health infrastructure and capacity to respond to public health threats and events, including infectious disease outbreaks, pandemics, and other public health emergencies among people living with HIV.

In order to achieve the objectives of the Cooperative Agreement, PHIM seeks to hire qualified candidates for the following position;

Assistant Program Accountant

Reporting to: Program Accountant
Terms of Employment: One (1) year Contract (Renewable)

Position Overview:

Reporting to the Program Accountant, the incumbent shall assist management of the financial resources of the CDC PHIM Cooperative Agreement (CoAg). He/She shall be responsible for recording or accounting transactions, processes and help in preparing financial reports.

Key Responsibilities

  • Assist with the preparation of budgets, cash flows and other financial forecasts. This will involve liaising with all relevant departments and partners.
  • Assist in the preparation of monthly, quarterly and annual management accounts/ reports, for submission to donors, management & other implementing partners.
  • Ensure project funds are being strictly utilized according to laid down procedures including compliance with the relevant Government laws.
  • Ensure Projects assets are properly recorded and secured against risks.
  • Assist in handling external audits and ensure that all recommendations made by auditors are implemented on time.
  • Timely processing of funds to ensure the organization has enough resources on hand for implementation.
  • Preparation of monthly bank reconciliations.
  • Keep track of Value Added Tax (VAT) for Tax refunds.
  • Process quarterly VAT claims from Malawi Revenue Authority for all paid taxes during the period within the set timelines after CDC approval.
  • Checking field trips expense liquidations and ensure that any cash not spent is deposited on time.
  • Ensure that all filing is done in a timely and accurate manner.
  • Receive and process supplier’s invoices, expense forms and requests for payment on time.
  • Ensure all procurement and training $5000 or above sought approval from CDC before the payment is processed.
  • Ensure all employees have contracts and submits time sheets before salary is paid for every month.
  • Review fuel and other expenditure vouchers and ensure they are charged to the collect programme budgets line items.

Education Qualifications and Experience

  • Bachelor’s Degree in Accounting from a recognized University.
  • At least 2 years of progressive work experience with donor funded projects in a busy Accounting/Finance Office organization.
  • Proven experience in adhering to the donor rules and regulations
  • Those with experience with US federal awards will have an added advantage.
  • Knowledge of the financial management requirements.
  • Extensive experience and proficiency in the use of automated accounting systems

Skills and competencies

  • Excellent communication, organizational and reporting skills, team player, trustworthy and responsible.
  • Good organization and administrative skills
  • Advanced proficiency in Microsoft Office, preferably Excel, Word and PowerPoint.
  • Excellent analytical and numerical skills
  • Proven ability to work under pressure and deliver within tight deadline
  • A self-starter who can plan and manage his/her own work, takes initiative and strives to meet deadlines.
  • Be able to work in a multicultural environment.
