TECHNICAL SERVICES OFFICER

The Malawi Accountants Board (MAB), the regulatory authority for the accounting profession in Malawi seeks to engage the services of a Technical Services Officer. Reporting to the Chief Technical Services Officer, the Technical Services Officer will be part of the middle management team that oversees the Regulation and Compliance Program. The position ensures that accountancy education and training institutions, professional accountancy organisations are in compliance with Board approved rules and regulations of the accounting profession in Malawi in line with international best practice, that Board approved policies and procedures are being followed, and that behaviour of members and all stakeholders meets the Board approved Standards of Conduct.

The duties and responsibilities of the Technical Services Officer shall include the following amongst others:

  • Plans and manages periodic internal reviews or audits to ensure that regulations and procedures are followed;
  • Manages dissemination of Board approved written standards and practices related to regulation and compliance activities;
  • Responds to alleged violations of Board approved Standards of Conduct for the profession, evaluating or recommending the initiation of investigative procedures;
  • Monitors compliance activities of accountancy education and training institutions, professionals and bodies to remain abreast of the status of all compliance activities and to identify trends,
  • Manages the Standards of Conduct Quality Management System of the profession to ensure continuing currency and relevance in providing guidance to Board, management, employees and members;
  • Monitors the performance of the Regulation and Compliance Programme and related activities on a continuing basis, taking appropriate steps to improve its effectiveness.
  • Reports on a regular basis, and as directed or requested, to keep the Chief Technical Services Officer informed of the operation and progress of regulatory & compliance efforts and manages the compliance and regulation Hotline.
  • Develops, maintains, and revises Board approved Standards of Conduct for the profession for the general operation of the regulation function and its related activities to prevent illegal, unethical, or improper conduct;
  • Plans and manages periodic internal reviews or audits to ensure that compliance procedures are followed;
  • Supports the Chief Technical Services Officer to develop, review and update Board approved Standards of Conduct for the profession;
  • Responds to alleged violations of Board approved Standards of Conduct for the profession, evaluating or recommending the initiation of investigative procedures;
  • Supports the Chief Technical Services Officer to monitor regulatory and compliance activities of accountancy education and training institutions, professionals and bodies to remain abreast of the status of all compliance activities and to identify trends;
  • Identifies potential areas of regulatory vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future;

Qualifications and Experience

  • A minimum of a Bachelor’s degree in Accountancy;
  • Studying towards professional qualification such as ICAM, CPA, ACCA, CIMA, and CFA. Those with the above qualifications, will have an added advantage;
  • Familiarity with operational, quality assurance, and accounting procedures and regulations is a must;
  • A minimum of 3 years’ post-qualification experience with an audit firm, to include demonstrated track record of external audits of compliance programmes;
  • Must be a member of a professional accountancy organisation and registered with the Malawi Accountants Board.
