1. Introduction
The Government of Malawi through Ministry of Finance and Economic affairs has applied for financing toward the cost of the Regional Climate Resilient programme (RCRP). The Ministry of Local Government, Unity and Culture and National Local Government Finance Committee as implementing agency for sub-component 2.2 of the programme intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a Project Engineer.

The Ministry of Local Government, Unity and Culture and National Local Government Finance Committee invites applications from suitably qualified and interested candidates to fill the position of Project Engineer, recruited as individual consultant following World Bank Procurement Regulations dated September 2023.

2. The Objectives of the Assignment
The project Engineer will support the Project Implementation Unit (LG-NGFC) in ensuring strict adherence to engineering principles while optimizing work processes to ensure the completion of projects within specified timelines and budget constraints without compromising on quality and leveraging practiced project management methodologies.

3. Duties and Responsibilities
The project Engineer will be responsible for day-to-day facilitation and coordination of activities relating to engineering concepts of the project and supporting the local authorities in implementing sub projects. He/she is to ensure that all technical engineering related issues connected with the smooth implementation of relevant sub-components are promptly addressed.

The Project Engineer’s duties will include but will not be limited to:

  • Coordinate all engineering functions and activities related to infrastructure rehabilitation and reconstruction in all sectors across relevant sub-components under the RCRP; lead and coordinate infrastructure works designs, production of BoQs and engineering estimates, tendering processes and ensuring that designs are in conformity with disaster resilient standards;
  • Coordinate with local authorities in project selection, reviewing annual investment plans, works designs, BoQs, costs estimates, tendering, supervision and monitoring;
  • Lead technical infrastructure optional assessment for the various sites requiring both rehabilitation and reconstruction:
  • Guide and work closely with district engineers in coordinating project rehabilitation and reconstruction works, ensuring compliance with social and environmental safeguards:
  • Coordinate topographic surveys for other design of infrastructure to be developed under the Project.;
  • Facilitate the production location maps and sketches if necessary for all engineering sites that need maintenance and repair within the project area;
  • Lead design options stakeholder consultation (with communities and relevant departments) so that their inputs are incorporated in the designs to ensure acceptance and ownership of solutions to be developed;
  • Lead the review and approval of submissions by design engineers including ensuring timely submission of the same;
  • Support the local authorities in conducting initial site investigation;
  • Lead technical supervision of all construction works ensuring that the works are implemented to the required standards, within the assigned cost and time;
  • Managing changes to engineering construction works ensuring that any changes have no adverse effect on the project and they are undertaken following project works change protocols including documentation;
  • Liaising with other project specialist (including safeguards, OHS and procurement) and offering engineering technical advisory;
  • Leading the review and assessment of contractors’ and consultants’ payment claims for engineering works;
  • Provide input into the compilation of project progress reports (and other project reports) including review and approval of contractor’s reports;
  • Lead process of preparing of operation and maintenance manuals for the completed works in collaboration with the relevant sectors.
  • Coordinate training and mentoring users on the use of operation and maintenance manuals;
  • Advise the Deputy Project Coordinator on all engineering matters that urgently require to be referred to the World Bank.
  • Provide advisory to Deputy Project coordinator on issues of engineering nature that need the attention of the Project Technical Committees and Project Steering Committee;
  • Facilitate preparation of work plans and budgets for sectors with infrastructure rehabilitation activities to ensure relevance to outputs and outcomes of the project.
  • Coordinate the preparation of schedule of works and materials for project activities in collaboration with sector ministries;
  • Liaise with the Monitoring and Evaluation (M&E) Specialist in producing reports for Project activities

4. Qualifications and Experience

The candidate should meet the following qualifications

  • Masters of Science in Civil Engineering, with a minimum of ten (10) years of hands-on work experience,
  • Experiences in the water resources, irrigation, water supply, buildings and roads sectors in Malawi as well as experience in designing, managing or coordinating the implementation of rehabilitation and/or construction works under donor-funded projects;
  • Knowledge of the Malawi local government system is an added advantage;
  • Registration with an approved professional body;
  • Excellent communications, writing/reporting skills;
  • Proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);
  • Strong organizational, self-starting and communications skills;
  • Good knowledge on and experience working with government institutions and organisations;
  • Experience working with international and national consultants as well as international and local contractors is important; and
  • Proven experience working on internationally/donor-funded projects is required.

5. DURATION OF ASSIGNMENT
The Contract is for an initial period of one-year and will thereafter be extended for the entire period of the project upon satisfactory completion of the assignment and satisfactory appraisal results.

6. LOCATION OF EMPLOYMENT
The Project Engineer will be based at The PIU Office in Lilongwe, but would be required to travel regularly to other relevant field offices where the RCRP is implementing its activities.

7. REPORTING
The Project Engineer will report to the Deputy Project Coordinator on all administrative, operational and technical issues related to his/her functions and will collaborate with other specialist under the project.
