An exciting opportunity has arisen in Malawi Posts Corporation to fill the following vacancies:

Position: Procurement and Asset Disposal Manager
Grade : M4
Reporting to : Postmaster General
Direct Subordinates: Procurement Officer

Purpose:
To coordinate and manage the procurement of supplies, works, and services for the Corporation following the Public Procurement and Disposal of Assets Act, 2021, and DeskInstructions issued by the Public Procurement and Disposal of Assets Authority (PPDA).

Duties / Responsibilities

  • Developing, reviewing, and monitoring procurement and supplies policies, plans, strategies, and budgets.
  • Coordinating procurement activities with users.
  • Preparing tender documents, pre-qualification, and contract documents and administering procurement contracts.
  • Coordinating preparation of Procurement Notices for advertisement with the media.
  • Carrying out duties as Secretariate for all Evaluation and IPDC meetings and providing technical advice.
  • Preparing bid evaluation reports and presenting them to IPDC for the latter’s deliberation and approval.
  • Coordinating inspection of goods and equipment supplied before acceptance of delivery.
  • Preparing and submitting Regulatory Compliance Reports to PPDA.
  • Conducting performance rating and supplier appraisal for all suppliers of goods, works, and services.
  • Initiating proactive action to settle disputes, if any under contract with contractors and follow up on shortages and defective supplies according to contract provisions.
  • Allocating work and appraising staff in the Procurement Department.

Minimum Qualifications and Work Experience

  • Degree in Procurement and Supply Chain Management; Procurement and Logistics or Business Administration with CIPS Professional Diplomas or relevant field.
  • At least six (6) years post-qualification experience in procurement and supply chain
  • Those with a Master’s Degree will have an added advantage.
