Partners in Health (PIH) is a non-profit organization based in Boston, Massachusetts, USA, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern science to those most in need and to serve as an antidote to despair. PIH has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Sierra Leone, Liberia, Kazakhstan and Boston.

PIH began working in Malawi in 2007, where today we support the Ministry of Health (MOH) to serve a catchment area of 165,000 through 12 health centers and two hospitals in partnership with our sister organizations. Abwenzi Pa Za Umoyo (APZU) has its headquarters in Neno District with operations across the country.

We therefore seek to recruit suitably qualified and experienced candidates for the following position:

Commitment: Full Time (Monday-Friday)

Working Hours : Regular Office Hours (40Hrs/Week)

Location : Lilongwe Office, Malawi

Post Summary

The Program Manager will be a key member of the clinical team for APZU overseeing planning and implementation of the Diabetes Compass program implemented in collaboration with the Ministry of Health and the World Diabetes Foundation (WDF).

The role has primary responsibilities around strengthening health systems through digital support solutions for health care professions and people living with diabetes and other NCDs in low- and middle-income countries in collaboration with other

PIH departments and the sub-awardees which are responsible for designing and developing several digital solutions. Reporting to the NCD & Mental Health Director, the Program Manager will work closely with PIH’s M&E and Informatics team, Grant Compliance and Management team as well as Community Health and Operation Managers among others within APZU to ensure smooth running and coordination of all project related activities under the grant as well as attainment of key deliverables under the grant. At One PIH level, the successful candidate will work closely with the Grant Award team to ensure timely implementation and compliance to overall grant requirements.

The success of this program implementation will be determined by anchoring the program activities with the local partners. This will therefore require strong project and stakeholder management skills to drive the local implementation of the digital health solutions. The Program Manager will operate in the nexus of local and global stakeholder, as the program has partnered with a group of cutting-edge global partners to conceptualize and release the solution. In addition to these dynamics, the PM will be heavily involved in the process of integrating identified needs into the solution design, generating implementation plans for the roll-out of the solution and managing relations and contracts with the MoH and all technology lead sub-awardees under the grant. Other partners on the grant that the PM will be expected to interact with and manage relations with include global partners such as leading digital design bureau, world renowned diabetes centre of excellence and cutting-edge digital health artificial intelligence. The role will challenge the PM to be at the centre of a complex project with ambitious goals.

Responsibilities and Duties:

Diabetes Compass program management (100%)

  • Work closely with the NCD & Mental Health Director to provide strategic leadership and visioning for APZU’s Diabetes Compass project in accordance with PIH/ APZU policies and strategic direction
  • Oversee and manage all aspects of the Diabetes
    Compass grant in close collaboration with relevant departments under the Ministry of Health, sub-awardees and all relevant PIH programmes and departments
  • Develop and execute program implementation plans in collaboration with relevant PIH/APZU departments and leadership, WDF digital health team and local country partners and sub-awardees, including setting objectives, performance measurements, standards and results expected
  • Manage relationships with all key stakeholders on the grant and ensure effective communication and collaboration with all key stakeholders including the MOH, the funder and partners as well as all other APZU teams, through routine and thorough communication on grant activities and key issues that need addressing and new initiatives.
  • Monitor and support timely and cost-effective implementation of the Diabetes Compass initiative in Malawi in accordance with WDF’s goals, PIH’s and partner expectations, approved budget, agreed timelines and most importantly approved grant deliverables
  • Build and strengthen strategic partnerships through active networking, advocacy, and effective communication
  • Manage product development lifecycles and stakeholder expectations and create an efficient feedback loop between end users and development teams
  • Participate in the implementation and coordination of operational and governance procedures, including strategy development, project planning, communications planning, and change management activities
  • Support research writing including writing of abstracts, manuscript development, conference presentations and posters for project results.
  • Prepare and submit timely monthly, quarterly, mid-year and annual reports for the grant as required
  • Conduct field visits to monitor project execution, document and align joint expectations and reporting on project progress.
  • Travel nationally and internationally for implementation, stakeholder engagement and conferences.
  • Budgetary-prepare accurate budgets and timely track expenditure and provide overall guidance on grant related budget lines, providing timely feedback to finance and leadership
  • Procurement-ensure timely development and submission of Annual Procurement Plans In liaison with the Procurement Unit, ensure timely procurement of grant related supplies and services required for running the program

Required Qualifications and Attributes

  • Bachelor’s or Master’s Degree required in Information Technology, Health Informatics, or Software Development with demonstrable experience in project management and public health or other relevant field
  • Relevant experience in product development and in digital health or health system strengthening is preferred
  • 5+ years of demonstrable project management and related experience
  • Ability to build and manage strong internal and external relationships with government partners, including the Ministry of Health, donors, advisors, policy makers, sub-awardees and all other local and international partners and APZU leadership and departments.
  • Excellent organizational skills and ability to manage complex projects from creation to completion, plan and prioritize, and coordinate teams to meet deadlines and grant deliverables
  • Excellent coordination, communication and demonstrated excellent technical writing skills and ability to articulate and demonstrate PIH/APZU’s mission, vision, values as well as project objectives and resource need
  • Demonstrated strong analytical, leadership, interpersonal and problem-solving skills, including a strong action and solutions-oriented nature
  • Ability to navigate complex government and donor processes with multiple influencers, and to negotiate and achieve consensus, use discretion, professionalism, integrity and diplomacy all with respectful and supportive attitude in alignment with APZU’s mission, vision and values.
  • High levels of proficiency in Microsoft Word, Excel, PowerPoint, and Internet applications
  • Ability to work independently and effectively in a high-pressure, fast-paced environment and handle multiple tasks simultaneously.
  • Ability to navigate ambiguity effectively and move from ad-hoc and reactive processes to forward-thinking organizational practices.
