Job Summary

EpiC Outreach Officer is a full-time position within FHI360/EPIC project establishment. Outreach Officer will support key population (KP) networks/organizations to implement community-based HIV biomedical interventions among KP under the EpiC project. S/he will lead implementation of KP demand creation and information education and counselling within Balaka Hospital catchment areas in communities through peer led KP program. In collaboration with the Balaka District Health Office and KP networks/organizations, the Outreach Officer will identify KP peers in hotspots and train them as peer educators (PEs) to provide comprehensive HIV prevention and care activities including navigation of KP living with HIV through peer navigators (PNs). S/HE supports PE to mobilize peers and link them to health facilities or outreach mobile clinics for HIV clinical and support services including an ART refill, family planning services, screening for tuberculosis, cervical cancer and sexually transmitted infections including behavioral and structural interventions response among KP. S/he will work with KP networks/organizations, the District Health Office outreach teams and the EpiC District point of contact to ensure sustained KP demand for HIV services.

Duties and Responsibilities

  • Represent FHI360 in the district meetings focusing on HIV and AIDS response including in the District Health Management Team, District AIDS Coordination Committee and the District Executive Committee.
  • Coordinate and support implementation of work plans for key population implementing partners in the district.
  • Develop and implement a monthly outreach plan covering all key population (KP) hotspots and peer educators (PE) in designated geographical locations.
  • Provide weekly updates to the supervisor on implementing of IP activities in the district.
  • Ensure availability of IEC materials on HIV prevention treatment, care, and support.
  • Ensure uninterrupted availability of condoms and lubricants for distribution in hotspots and networks/stations involving peer educators and peer navigators.
  • Support the development and implementation of PE micro plans and oversee their effective implementation by conducting on spot check.
  • Conduct quality checks and assessment of PE’s sessions using recommended tools as provided by the M&E Officer
  • Support the recruitment and retaining of PE through a systematic selection criterion and ensure that they are mentored and couched to deliver on key program indicators.
  • Provide information, support, and referrals to sex workers on issues including but not limited to; negotiation and the use of condoms and other safe sex products, sexually transmitted infections, other aspects of safe sex work including safe working conditions and referrals to health/protective services where required.
  • Work with KP networks/organizations to Identify cases of sexual exploitation among sex workers, and other forms of exploitation, provide appropriate support and make appropriate referrals.
  • In collaboration with the KP networks/organization, organize monthly meetings for peer educators to review micro plans and re-plan for another month.
  • Validate the activeness of hot spots in designated location of influence using necessary tools from the M&E Department
  • Validate the different data that PE/ peer navigators (PN) submit monthly to ensure that master registers, PE registers and weekly activity data sheets have credible data when submitted to the M&E Officer
  • Build good working relationships with health care workers from health facilities in designated catchment areas.
  • Help improve HIV+ FSW attendance at scheduled appointments and facilitate their participation in support group and other activities.
  • Organize and attend weekly program support groups for HIV positive KPs.
  • Refer female sex workers for health services where applicable!

Educational and Work Experience

  • Diploma in Public health/Social Sciences
  • At least 3 + years of previous experience working with key population programs and possessing the knowledge, skills, and abilities to perform this job

Specific experience/other requirements

  • Trained and Certified HTS Counsellor by the Ministry of Health.
  • Understands the HIV-related needs of KP groups in Malawi, including female sex workers, and/or men who have sex with men and/or transgender persons and have worked to support and implement activities to reduce stigma and discrimination.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience working with key population is desired.
