The National Water Resources Authority (NWRA) is a statutory organization established by the Water Resources Act of 2013 with a specific function to regulate and manage water resources.

Furthermore, the NWRA seeks to ensure the sustainable use of water resources and address the water resources planning, development, and management challenges. In its effort to sustainably manage water resources, the NWRA seeks to recruit members of staff. Job Title: Surface Water Manager

Department: Water Resource Management and Development

Grade: NW 3

Reporting to: Director of Water Resource Management and Development

Purpose of the Job

To administer and coordinate programs and activities relating to surface water resources management and conservation at national level.

Key Duties and Responsibilities

1. Facilitating the preparation of budgets, work plans, work schedules for the division Managing Catchments and establishing catchment management committees across the country.
2. Apply research findings to help minimize the environmental impacts of pollution, waterborne diseases, erosion, and sedimentation.
3. Compile and evaluate hydrologic information in order to prepare navigational charts and maps, and to predict atmospheric conditions.
4. Conduct research and communicate information to promote the conservation and preservation of water resources.
5. Design and conduct scientific hydrological investigations to ensure that accurate and appropriate information is available for use in water resource management decisions.
6. Evaluate research data in terms of its impact on issues such as soil and water conservation, flood control planning, and water supply forecasting.
7. Measure and graph phenomena such as lake levels, stream flows, and changes in water volumes.
8. Study and analyze the physical aspects of the Earth in terms of the hydrological components, including atmosphere, hydrosphere, and interior structure.
9. Study and document quantities, distribution, disposition, and development of underground and surface waters.
10. Study public water supply issues, including flood and drought risks, water quality, wastewater, and impacts on wetland habitats.
11. Collect and analyze water samples as part of field investigations and/or to validate data from automatic monitors.
12. Draft final reports describing research results, including illustrations, appendices, maps, and other attachments.
13. Plan and supervise installation, maintenance, and calibration of instruments such as those that monitor water levels, flows, rainfall, and sediments.
14. Investigate complaints or conflicts related to the alteration of public waters, gathering information, recommending alternatives, informing participants of progress, and preparing draft orders.
15. Prepare hydrological evaluations of known or suspected hazardous waste sites and land treatment and feedlot facilities.
16. Review applications for site plans and permits, and recommend approval, denial modification, or further investigative action in liaison with the regulation section.
17. Develop Project Proposals.
18. Supervising dam design reviews and management of dams
19. Conducting performance appraisal for subordinates

Minimum Qualifications and Work Experience

• Master’s Degree in Water Resources Engineering/management with the first degree in Civil, Mechanical or Hydraulics Engineering
• Minimum of five (5) years’ work experience at senior officer level in water resources management.
• Experience in dam designs and management would be an added advantage.
