Position: Director of Technical Services

Location: Lilongwe, Malawi

Role Overview:

Reporting directly to the Chief Executive Officer, the Director of Technical Services will play a pivotal role in providing strategic leadership, direction, and guidance on Technical Services ranging from production of materials, construction services and estates management services.

Technical services include Architectural services, Engineering services, Quantity Surveying services and material production workshops. Each of the service lines is headed by a line manager/supervisor.

Key Responsibilities:

  • Develop, review, coordinate, and monitor policies, plans, and strategies on Technical Services.
  • Develop, plan and implement whole life cycle costing measures for MHC properties.
  • Coordinate and oversee the implementation of all departmental activities.
  • Prepare and monitor the departmental budget in liaison with section heads/managers.
  • Prepare All Technical and Estates Management reports.
  • Allocate work and appraise staff.
  • Develop and monitor implementation of resource mobilization strategies.
  • Enforce Estates Management and Technical services standards.
  • Represent MHC on estates development and management issues in various fora when assigned to do so.
  • Identify, map, mitigate and/or manage risks for the business and technical services output to ensure the company remains a going concern.
  • Develop appropriate contingency plans to manage risks.
  • Recommend periodic rent reviews in line with the Malawi Housing Corporation Act.
  • Plan, recommend and manage remedial, routine and periodic property maintenance.

Qualifications and Experience:

  • First Degree and Master’s Degree in Engineering, Land Economy, Land Management, Land Surveying, Quantity Surveying, Architecture, Construction Management, Physical Planning, or Project Management from recognized and accredited institutions.
  • Registration with accredited professional bodies.
  • Minimum of eight (8) years relevant post-qualification experience at senior management level, preferably in Construction or Estates Development and/Estates Management fields.
