Project Overview and Role:

Delivering Innovation in Self-Care -2 (DISC2) is a three-year project funded by the Children’s Investment Fund Foundation that supports women to assume greater power and control over their sexual and reproductive health by using contraceptive self-care methods like self-injection. The investment aims to better understand the conditions under which consumers and providers will demand self-care interventions, and the feasibility of delivering high quality, cost-effective, self-care services at scale. In partnership with Ministries of Health, healthcare provider networks, and other implementing organizations, the lead organization, PSI is integrating self-care into health systems, bringing care closer to women, and amplifying their voice, choice, and agency. DISC (predecessor project) launched first in Uganda and Nigeria (active since 2020) and in 2022, Children’s Investment Fund Foundation and the Bill and Melinda Gates Foundation co-funded DISC’s rollout in Malawi.
Palladium is a partner on DISC2 in Malawi, collaborating closely through implementation of the existing MOMENTUM Tiyeni project. Palladium/MOMENTUM Tiyeni is a partner on DISC2 for 2024-2027, leading implementation in six of the seven MOMENTUM Tiyeni districts. 

Primary Duties and Responsibilities:

Program Management 

 
• Work in collaboration with the Family Planning Advisor, Senior District Health Planning & Strengthening Advisor, and District Managers in planning and implementation of the DISC2 workplan, and ensure deliverables are met on time and within budget through sound oversight of the project budget, work plans and quality standards.
• Coordinate closely with the MOMENTUM Tiyeni Project leadership to review overall project progress and agree on appropriate adaptation when needed.
• Provide technical support to districts, in collaboration with MOMENTUM Tiyeni Family Planning Advisor and the Senior District Health Planning & Strengthening Advisor, in organizing trainings, coaching, and mentoring of service providers, community health workers and volunteers in FP/RH.
• Liaise with the central level MOMENTUM Tiyeni Social Behavior Change to ensure effective planning and implementation of targeted demand creation, communication, and community engagement activities.
• Proactively build and maintain relationships and networks with the government counterparts, DISC2 consortium partners, and other implementing partners to facilitate smooth collaboration and avoid duplication/overlaps in implementation of the DISC2 activities.
• Represent the project in thematic technical working groups and other relevant meetings.
• In partnership with finance and technical teams, timely develop and submit finance funding requests and expenditure reports.
• Ensure compliance to Palladium and donor guidelines and requirements in all finance and operations processes.
• Prepare and submit timely and quality periodic (monthly, quarterly, and annual) and after-action reports for DISC2 activities.
• Coordinate with Palladium and MOMENTUM Tiyeni communications staff to ensure effective documentation and sharing of project successes for internal and external stakeholders.
• Ensure safe and efficient management of project resources and assets.
• Perform other duties as assigned by the Technical Lead to advance efforts of the project.

Monitoring and Evaluation 
• Lead and coordinate planning and implementation of monitoring, evaluation and learning activities across all areas of the DISC2 project.
• Work closely with the MOMENTUM Tiyeni Monitoring, Evaluation, and Learning district and central teams to ensure quality capturing, documentation, management and reporting of DISC2 project data.
• Work with district and facility HMIS staff, MOMENTUM Tiyeni program staff, extended DHMT to ensure quality capturing, documentation, management and reporting of valid and reliable DISC2 project data.
• Review and analyze facility and district data to measure progress, identify gaps and develop strategies to resolve them.
• Identify technical assistance needs and collaborate with central MEL team to initiate, plan, and implement actions to improve the quality of DHIS2 data.
• Provide feedback and recommendations on the usability, effectiveness and support necessary improvements of data collection tools.

Required Qualifications:

• Bachelor’s degree in public health, nursing, medicine, biostatistics, demography, or a related field.
• At least 7-9 years’ experience working closely with the health sector at district level in coordinating and supporting implementation, monitoring, evaluation on USAID or any donor-funded integrated health service delivery projects.
• At least 2 years’ experience in project management.
• Experience working in family planning, reproductive health, or maternal, neonatal, and child health strongly preferred.
• Health systems oriented and understanding of government systems and procedures for planning and coordination at the district and community levels.
• Demonstrated experience and ability to engage and work with government, diverse partners, and stakeholders at national and district levels.
• Advanced knowledge, ability and experience working with Health Management Information System (HMIS) and DHIS2
• Demonstrated experience developing project M&E or performance monitoring plans.
• Familiarity with donor approaches to monitoring, evaluation, and learning preferred.
• Experience with data analysis and data for decision-making preferred.
• Proven expertise and competence in budgeting, financial management preferred.
• Demonstrable highest degree of integrity and accountability.
• Strong interpersonal, organizational and project management skills.
• Demonstrated experience and capacity to engage and work with government, diverse partners, and stakeholders at national and district levels.
• Demonstrated oral and written communication skills, and the ability to develop and deliver technical reports and presentations.
• Creative and innovative thinker, with demonstrated analytical skills and attention to detail.
• Ability to work in a team environment, but with self-sufficiency and self-motivation.
