Nkhotakota District Council

The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following vacant posts that exist in the different sectors of Nkhotakota District Council.

JOB TITLE: CHIEF PUBLIC WORKS OFFICER
GRADE: F/M4

QUALIFICATION

Applicants must be serving Principal Public Works Officer (Grade G/M5) in the Local Authorities with a minimum of four (4) years’ experience at that grade.

DUTIES

  1. Ensures that the construction standards of the District Projects are adhered to by the contractors.
  2. Prepares the bills of quantities and ensure that all bills of quantities prepared by junior staff meet the Government standards.
  3. Planning, organizing and ensuring that site meetings for all District Infrastructural projects are being conducted timely.
  4. Ensures that departmental report from lands, roads and building sections are being submitted to the Director of Lands and Public Works timely.
  5. Ensures that proper drawings and designs have been attached/placed in the building and roads bidding documents.
  6. Monitors and supervise construction and maintenance of Building/Road works, ensuring that all requirements of the contract are fulfilled on site.

 

JOB TITLE: CHIEF PREVENTIVE HEALTH OFFICER
GRADE: F/M4

QUALIFICATIONS

Applicants must be serving Principal Preventive Officers (Grade G/M5) in the Local Authorities with a minimum of four (4) years’ experience at that grade.

DUTIES

  1. Planning, implementing, monitoring and evaluating Environment health services and social welfare services of the Council;
  2. Prepares and implements budget for the Preventive Health Services Section;
  3. Supervising officers in the section;
  4. Conducts Civic education on environmental health issues;
  5. Promotes sanitation and hygiene at the Council.

 

JOB TITLE: Principal Medical Officer

GRADE: G/M5

QUALIFICATIONS

Applicants must be serving Senior Medical Officers (Grade H/M6) in the Local Authorities with a minimum of four (4) years’ experience at that grade and must be registered with Medical Council of Malawi.

DUTIES

  1. Serves as Head of Clinical Services department at the Council;
  2. Takes a lead in clinical Work (patient care) including being on call, conduct ward rounds and OPD clinics both at the hospital and peripheral health facilities;
  3. Recommends the procurement of drugs, medical supplies and medical equipment for the district;
  4. Coordinates the preparation of annual budgets for the hospital in collaboration with the DHMT;
  5. Compiles periodic reports as determined by the DHMT on the performances of the hospital and curative services in the district;
  6. Ensures that all deaths in the hospital are audited and measures taken to prevent unnecessary deaths.
  7. Supervising all medical staff under his/her control.

 

JOB TITLE: PRINCIPAL EDUCATION OFFICER

GRADE: : G/P7

QUALIFICATIONS

Applicants must be a serving officer (Grade I) who holds a Bachelor’s degree in Education or any degree with UCE with a minimum of four (4) years’ experience at that grade in Local Authorities.

The purpose of the job is to provide day-to-day leadership and management of the primary school administration.

DUTIES

  1. Coordinates and control activities of the primary school administration section;
  2. Monitors the supply of teaching and learning materials throughout the assembly;
  3. Ensures implementation of all the govenment plans for education;
  4. Provides feedback to planning directorate on success and failures of implementation of goverment plans for education;
  5. Participates in the formulation of policy and operational mandates for the primary schools;
  6. Scrutinizing all estimates submitted by primary schools and consolidating these for all primary schools in the assembly;
  7. Studying trends in discipline cases in primary schools, making appropriate inferences and recommending solutions and changes in policy;
  8. Prepares project proposals for both internal and external funding;
  9. Prepares policy alternatives for consolidation by the assembly on the systematic and balanced development of primary schools;
  10. Advise the Chief Education Officer on imbalances shortfalls and new needs in primary schools.

 

JOB TITLE: SENIOR COMMUNITY WATER SUPPLY OFFICER

GRADE: H/MG

QUALIFICATIONS

Applicants must be serving Water Supply and Sanitation Officers (Grade I/M7) in the Local Authorities with a minimum of four (4) years’ experience at that grade or in possession of a Bachelor’s degree in Water Engineering obtained from accredited institutions.

DUTIES

  1. Coordinate participate plan, implement, monitor and evaluate water supply and sanitation Community Based management activities;
  2. Co-Coordinates regular meetings with Stakeholders;
  3. Organizing supervisory visits to water supply and sanitation partners;
  4. Conducts surveys and data collection;
  5. Prepares and submit regular reports;
  6. Plans, conducts, coordinates and evaluates training programs for extension workers and communities;
  7. Liaises with Private Sector and Ministry of Agriculture, Irrigation and Water Development Headquarters on the availability and distribution of spare parts;
  8. Organizes pump installation and construction and maintenance of water supply and sanitation investments;
  9. Initiates participation and dissemination of gender, hygiene, sanitation and Health messages.

 

JOB TITLE: CLINICAL OFFICER

GRADE: I/M7

QUALIFICATIONS

Applicants must be serving Senior Clinical Technicians (Grade J/ M8) with a minimum of four (4) years experience at that grade in the Local Authorities or in possession of a Bachelors’ Degree in Clinical Medicine obtained from accredited institutions and must be registered with Medical Council of Malawi.

DUTIES

  1. Performs both minor and major operations on their own;
  2. Ensuring effective case management at health institutions;
  3. Conducts ward rounds;
  4. Running the emergency medical services and casualty;
  5. Conducts clinical research with the idea of getting close to evidence based practice;
  6. Conducts routine district visits;
  7. Shoulder in-service training and research programs;
  8. Running a specific Ministry of Health program: TB, Malaria Control, and HIV/AIDS.
  9. Prepares and submits reports.
  10. Any other related professional duties as may be assigned from time to time.

 

JOB TITLE : SENIOR ASSISTANT SOCIAL WELFARE OFFICER

GRADE: J/M8

QUALIFICATIONS

Applicants must be serving Assistant Social Welfare Officer (Grade K) in the Local Authorities with a minimum of four (4) years’ experience at that grade.

DUTIES

  1. To plan, organize, co-ordinate the work of Assistant Social Welfare Officer in the district.
  2. Co-ordinates Social Welfare related matters with stakeholders.
  3. Train Local Communities and Community Based Organizations in matters related to orphans and vulnerable children.
  4. Deputises District Officers in their absence.
  5. Compiles monthly, quarterly and annual reports.
  6. Undertakes any other professional duties delegated by the District Social Welfare Officer from time to time.

 

JOB TITLE: ASSISTANT FORESTRY OFFICER
GRADE: K/M9

REPORTING TO : DISTRICT FORESTRY OFFICE

QUALIFICATIONS

Applicants must be serving Senior Forestry Assistants (Grade L/M10) regardless of experience at that grade in the Local Authorities or a Diploma in Forestry, Environmental Science or Natural Resource Management obtained from accredited institutions.

DUTIES

  1. Enforces and integrate forestry policy and law;
  2. Conducts forest resource assessment and mapping;
  3. Protects forest resources;
  4. Promotes and establish forest plantations;
  5. Creates forest reserves and protect catchment and other fragile areas;
  6. Promotes multiple use of forest resources;
  7. Empowers communities in management of forest resources taking into gender issues;
  8. Co-ordinates forest development activities with other stakeholders;
  9. Training staff based on forestry sector needs;
  10. Produces, packages and disseminates forestry related information;
  11. Planning, monitoring and controlling financial resources;
  12. Implements and coordinate donor funded projects.
  13. Compile and submit reports to relevant offices.
