TEVET Authority

The Technical, Entrepreneurial and Vocational Education and Training (TEVET) Authority is a regulatory body that was established in 1999 by an Act of Parliament with the mandate to regulate, facilitate and promote TEVETin Malawi. Apart from the Secretariat in Lilongwe, the Authority has three regional service centres in Mzuzu, Lilongwe and Blantyre.

HEAD OF PLANNING AND RESEARCH
The Head of Planning and Research requires a person who will provide support in Corporate Planning and Research, Monitoring and Evaluation, and ensure programme and services delivery compliance with strategic plans.

KEY DUTIES

a) Strategic Planning

  • Collaborate with executive leadership to ensure planning efforts are integrated across all departments.
  • Monitor industry trends, market dynamics, and regulatory changes to adapt and refine strategic initiatives.
  • Ensure efficient and effective planning and budgeting processes;
  • Provide leadership in the formulation of strategic and business plans and monitoring their implementation.
  • Evaluate and enhance planning processes and methodologies.
  • Implement best practices and innovative approaches to improve the efficiency and effectiveness of the Planning and Research department.
  • Consolidate and submit to management the daily, weekly, monthly and annual reports on various Planning, Monitoring and Research programmes.

b) Research Management

  • Lead the research team, fostering a culture of innovation, collaboration, and excellence.
  • Oversee the design, execution, and analysis of research projects to provide valuable insights for decision-making.
  • Utilize a variety of research methodologies, including quantitative and qualitative approaches.
  • Undertake economic and financial analysis of projects and programs submitted by TEVET providers for approval.

c) Monitoring and Evaluation, Accountability and Learning

  • Implement robust data analysis processes to derive actionable insights.
  • Prepare and present comprehensive reports to leadership, highlighting key findings and recommending strategic actions.
  • Drive a data-driven culture within the organization.
  • Ensure adherence to standards, guidelines and policies in programme and service delivery.
  • Evaluate economic and financial impact of Authority’s regulatory policies stakeholders.
  • Ensure collection, organization and analysis of data about TEVET programmes and services and its providers to inform the public on the state of technical, entrepreneurial and vocational education and training system.

e) Budget Management

  • Manage the Planning and Research and Monitoring and Evaluating budget
  • Lead in the development of budget estimates including the preparation of monthly, quarterly and annual cash flow projections in respect of the TEVET Authority’s programs.
  • Prepare Performance Management Plans and Budget for the division to ensure effective delivery of activities.

f) Team Leadership

  • Lead, mentor, and develop a team of PRD staff, fostering a culture of collaboration and excellence.
  • Provide leadership in programme designs and progress reviews.

g) Cross-Functional Collaboration

  • Collaborate with other department heads to align planning efforts with Authority objectives.
  • Ensure effective communication and coordination between the Planning and Research department and other teams.

RESPONSIBILITY
Reporting to the Director of Policy and Planning, the Head of Planning and Research shall have direct responsibility for the following officers:

  1. Senior Monitoring and Evaluation Specialist
  2. Senior Planning and Research DevelopmentSpecialist

PERSONAL ATTRIBUTES AND SKILLS
The position requires a person with the following attributes and skills:

  • Proven experience in planning and research role
  • Exceptional analytical and critical thinking abilities
  • Strong leadership and team management skills.
  • Exceptional communication and presentation skills.

QUALIFICATIONS AND EXPERIENCE

  1. Master’s degree in Economics, Statistics, Social Science or related qualification.
  2. Bachelor’s degree in Economics, Statistics or Social Science or related qualification
  3. Minimum of 5 years’ relevant experience in Planning, Research, Monitoring and Evaluation
