BACKGROUND ON ANAPA:

The purpose of the USAID-funded Ana ndi Achinyamata Patsogolo (ANAPA) project is to prevent new HIV infections by ensuring equitable access to and use of health, HIV, and social services among children, adolescents, their families, and young women in Malawi. The ANAPA project is led by Project HOPE Namibia, with Project HOPE US, the Lilongwe Catholic Health Commission (LCHC), and the Association of Social Workers (ASWIM) in Malawi as sub-partners. As part of our scope, Project HOPE US is providing high quality technical assistance to consortium members and Government of Malawi structures to build local capacity in the implementation of evidence-based, structured interventions, data management, and program monitoring, evaluation, and research. 

POSITION SUMMARY: 

The Continuous Quality Improvement (CQI) Advisor will provide strategic leadership and technical assistance for Project HOPE on quality management on the Ana Ndi Achinyamata Patsogolo (ANAPA) project. He/she will lead the design, implementation, monitoring, documentation, and evaluation of the quality management activities in collaboration with the relevant Government of Malawi line ministries and ANAPA consortium members. In addition, the CQI Advisor will support the development of the OVC and DREAMS standards, the CQI tools, the quality database, and dashboards. He/she will be responsible for strengthening the capacity of CQI teams at district level for them to implement the PDCA model, including CQI assessment, roots cause analysis, development of improvement plan, change management and improvement activities implementation. The CQI Advisor will oversee three District Mentors.

PRINCIPAL RESPONSIBILITIES:

  1. Build the capacity of technical staff and administrators on modern CQI methods including optimizing performance and quality and other relevant CQI approaches.
  2. Lead the development and revision of quality and performance improvement tools.
  3. Collaborate with the program and M&E teams to develop and implement CQI improvement plans.
  4. Identify quality improvement training and mentoring needs and conduct training and mentoring, as appropriate.
  5. Provide technical assistance in implementing national, district, and site level CQI plans.
  6. Provide technical guidance to partners and implementers in CQI initiatives for all stakeholders in the ANAPA project.
  7. Collaborate with the appropriate line ministries’ Quality Assurance units in the implementation of the national quality management program within Project HOPE-supported regions and districts.
  8. Work closely with the Knowledge Management staff to oversee the process of documenting and disseminating best practices.
  9. Ensure CQI methods are applied across all operating systems at facility- and community-level services.
  10. Represent Project HOPE, as directed, in any working group, committee, or task force addressing CQI.
  11. Oversee the preparation of the CQI component of Project HOPE’s annual and quarterly workplans at all of the central, regional, and district levels.
  12. Prepare quarterly and annual reports as required, detailing the performance of the CQI program, including reports and others, as directed.
  13. Perform any other CQI duties, as required.

MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

  • A master’s degree in public health or a related field with a minimum of 5 years’ work experience in the public health sector is required.
  • A relevant degree in nursing or clinical medicine with experience in clinical management of HIV-related services is required.
  • Experience in mentoring and supervising HIV prevention, care and treatment as well as OVC and/or DREAMS programs is required.
  • Demonstrable knowledge and skills in the implementation of CQI interventions in the context of developing countries and the management of CQI data and databases.
  • Strong expertise and/or education in research design and methodology and a proficiency in the use of SPSS and EpiInfo software packages.
  • Ability to analyze data.
  • Ability to work independently and take initiative.
  • Good report writing skills.
  • Capacity to design and manage result-oriented programs and to bring conceptual innovations in the technical support provided as expert.
  • Demonstrated competence with PEPFAR, CDC, and/or USAID monitoring and evaluation systems and reporting requirements.
  • Strong verbal and written English language skills.
  • Good computer skills in Microsoft Word, Excel, and PowerPoint.
