BACKGROUND ON ANAPA:

The purpose of the USAID-funded Ana ndi Achinyamata Patsogolo (ANAPA) project is to prevent new HIV infections by ensuring equitable access to and use of health, HIV, and social services among children, adolescents, their families, and young women in Malawi. The ANAPA project is led by Project HOPE Namibia, with Project HOPE US, the Lilongwe Catholic Health Commission (LCHC), and the Association of Social Workers (ASWIM) in Malawi as sub-partners. As part of our scope, Project HOPE US is providing high quality technical assistance to consortium members and Government of Malawi structures to build local capacity in the implementation of evidence-based, structured interventions, data management, and program monitoring, evaluation, and research.

POSITION SUMMARY: 

Under the direct supervision of the Project HOPE Malawi Country Representative, the Sustainability and Local Capacity Advisor will be responsible for providing leadership and technical guidance on all system strengthening-related activities for the Ana ndi Achinyamata Patsogolo (ANAPA) project. They will be responsible for leading the design, implementation, and quality of all system strengthening components of the project, particularly strengthening government and local partner capacity for implementing and monitoring evidence-based interventions for the impactful delivery of services for Adolescent Girls and Young Women (AGYW) and Orphans and Vulnerable Children (OVC) at all levels. They will provide strategic direction for a learning agenda for continuous learning, collaboration, and adaptation. They will be responsible for developing standard operating procedures (SOPs)/protocols and capacity assessment and capacity performance measuring tools, leading the assessment and development of tailored interventions. The Sustainability and Local Capacity Advisor will provide capacity strengthening trainings and organize community of practice platforms to improve learning and knowledge sharing. S/he will perform other activities related to system strengthening and local capacity development as directed by the Country Representative or Project Chief of Party. The position holder is accountable for project deliverables, results, implementation and ongoing activities related to the above stated scope and principal responsibilities outlined below.

PRINCIPAL RESPONSIBILITIES:

Technical Responsibilities:

  1. Collaborate with the ANAPA project team to meticulously plan and execute the implementation of system strengthening activities, including healthcare worker training and mentorship and capacity building of relevant line ministries and local organizations.
  2. Work with ANAPA key stakeholders to document and improve the integration of OVC and Determined, Resilient, Empowered, AIDS-Free, Mentored, and Safe (DREAMS) services within existing platforms.
  3. Collaborate with the line ministries to strengthen the Government of Malawi’s national-, district-, and community-level structures to support the implementation of DREAMS and OVC programs.
  4. Collaborate with key relevant stakeholders to build the capacity of Malawi local organizations to enable them to receive grants and implement OVC and DREAMS programs.
  5. Collaborate with line ministries to strengthen social workforce human resource practices and management.
  6. Lead the development, implementation, and supervision of capacity strengthening activities with the ANAPA project team at all levels.
  7. Manage and mentor district-based project staff in capacity strengthening of the local structures.
  8. Collaborate with the ANAPA team in the development of technical SOPs and structured monitoring tools, delivery of capacity strengthening sessions, annual planning, periodic performance reviews, reporting, and quality assurance initiatives.
  9. Build and maintain relationships with relevant ministries, key stakeholders, ANAPA consortium, and project advisors.

Representation & Communication:

  1. Represent and safeguard Project HOPE’s interests and reputation in all meetings, deeds, and activities at all levels, including the district, zone, and national levels.
  2. Participate in relevant working groups and meetings.

MINIMUM REQUIRED SKILLS, EDUCATION AND EXPERIENCE:

  • A minimum of 10 years’ experience of extensive work in local capacity building and systems strengthening activities in developing countries, with a preference for a familiarity with the Malawian context and DREAMS/OVC programming.
  • Master’s degree in public health or a related field, demonstrating a solid educational foundation for the complexities of program management, particularly in the health sector.
  • Strong background in developing training materials.
  • Ideally, experience implementing programs funded by PEPFAR and other donors, showcasing a nuanced understanding of the intricacies associated with donor-funded initiatives.
  • A proven ability to conceptualize and implement evidence-based strategies.
  • A rich background in collaborating with diverse stakeholders, including local partners, government officials, donor representatives, and communities. This underscores a capacity to navigate and foster productive relationships within a broad spectrum of collaborators.
  • Exhibit proficiency in the English language, ensuring effective communication and comprehension in both written and verbal interactions, which is essential for successful project management in an international context.
