ORGANIZATIONAL CONTEXT

This job is based at the Lilongwe Country Office. The job holder reports to an HR Officer or the designate.
At this level job holders are expected to take responsibility for the completion of a full range of HR activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action within their area of expertise and may provide guidance to other staff.

JOB PURPOSE

To perform a range of HR tasks to support accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services.

KEY ACCOUNTABILITIES (not all-inclusive)

•    Liaise with hiring managers, department heads, and external vendors to coordinate contract-related activities.
•    Provide guidance and support to stakeholders regarding contract terms, conditions, and processes.
•    Draft, review, and administer employment contracts for staff, ensuring compliance with WFP policies and guidelines.
•    Maintain accurate records of contracts in the WFP corporate HRIS and related documentation on file, and coordinate contract renewals, amendments, and terminations       as  necessary.
•    Implement best practices and standardized procedures to improve efficiency and accuracy.
•    Prepare reports on contract status, renewal schedules, and compliance metrics for management review and approval.
•    Process payroll accurately and in a timely manner, ensuring compliance with WFP rules, regulations and policy.
•    Address payroll inquiries and discrepancies from employees. Liaise with the payroll agency for other cadre of staff and attend to payroll errors and omissions
•    Assist in administering employee benefits programs, including health insurance, retirement plans, and other fringe benefits
•    Assist in audits related to payroll and contract documentation.
•    Maintain accurate employee records, including personal and employment information, in HRIS (Human Resources Information System).

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in human resource or any related functional area is desirable.
Experience: Five or more years of progressively responsible support work experience in general administrative work, including at least two years in human resources or other related field.
Knowledge & Skills: • Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience.
• Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries.
• Ability to develop and maintain relationships with a wide range of individuals in order to provide a high quality support service.
• Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports for supervisor(s).
• Ability to monitor and record personnel files and documentation in an organised manner and in line with compliance standards.
Language:  Fluency in both oral and written communication in English and local language.
