MINISTRY OF LOCAL GOVERNMENT, UNITY AND CULTURE
Vac. 28/24
Post : Chief Chiefs Administrative Officer (Grade F/P5)
Salary : Within the (Grade F) salary scale segment
Location : Ministry of Local Government

Qualifications : Applicants should be serving Principal Administrative Officer (Grade G/P7) serving in either in Local Authorities or in the Administrative Common Service with a minimum of four (4) years’ experience in that post.

Duties

  1. Devising programmes for the implementation of the Chiefs Directorate policies together with contingency planning to meet unforeseen circumstances;
  2. Determining the financial, manpower and other need for the efficient execution of the Chiefs Directorate’s programmes;
  3. Reviewing financial policies of Chiefs Directorate;
  4. Determining and allocating management and supervisory responsibilities to subordinates within the Ministry and Local Authorities;
  5. Evaluating and reviewing the results achieved of Chiefs Directorate’s programmes.

Post : Principal Rural Development Officer (Grade G)
Salary : Within the (Grade G) salary scale segment
Location : Ministry of Local Government

Qualifications : Applicants should be serving Community Development Officers, Social Welfare Development Officers, Civil Engineers (Grade I) with a minimum of four (4) years’ experience in those posts.

Duties

  1. Supporting delivery and implementation of development projects in the District Councils;
  2. Preparing work plans for the Directorate;
  3. Conserving emerging issues and trends in the Rural Development and keep supervisors informed for their necessary actions;
  4. Preparing concepts notes on rural development interventions;
  5. Coordinating and preparation of bid and tender documents for the construction projects;
  6. Preparing budget estimates for the Directorate;
  7. Providing technical backstopping to the District Executive Committee (DEC) on the matters relating to rural development;
  8. Supporting DEC on the preparation of Social Economical Profiles (SEP) and District Development Plans (DDP);
  9. Monitor and evaluate the implementation of DDPs in the District Councils;
  10. Monitoring data base of all development projects implemented in the district councils; and
  11. Attending meetings, workshops, conferences, field visits as directed by relevant authorities.

Post : Principal Local Government Service Officer (Grade G)
Salary : Within the (Grade G) salary scale segment
Location : Ministry of Local Government

Qualifications : Applicants should be serving officers at Grade I/PO with at least four (4) year’s experience at that grade and in possession of Bachelor’s Degree in any of the following: Local Government, Social Sciences, Public Administration and Political Science obtained from accredited institutions.

Duties

  1. Supervise work of Senior Local Government Officer;
  2. Coordinate planning and work in the Local Government Management Sections e.g., budget utilization, work plans etc.;
  3. Coordinate supervision of local authorities in ensuing that local governance standards and guidelines are complied with;
  4. Assist in the formulation of technical guidelines for efficient and effective management of local authorities; and
  5. Carry out assignments as directed by supervisor from time to time.

Post : Senior Local Government Service Officer (Grade H)
Salary : Within the (Grade H) salary scale segment
Location : Ministry of Local Government

Qualifications : Applicants should be serving civil servants in any local authority at Grade I/PO with at least four (4) years’ experience at that grade and in possession of Bachelor’s Degree in any of the following: Local Government, Public Administration, Political Science or Economics obtained from accredited institutions.

Duties

  1. Assisting councils with procedures whenever they intend to formulate subsidiary legislation;
  2. Backstopping councils when designing methods of managing liquid and solid waste;
  3. Regularly developing guidelines and circulating them to councils for the delivery of high-quality municipals services;
  4. Supervising councils and providing them with feedback on their adherence to service delivery standards;
  5. Preparing periodic reports on councils’ performance and present them to the Local Government with a view to inform policy direction;
  6. Providing policy guidance to councils when required; and
  7. Carrying out assignments as directed by supervisor from time to time.

Note:
Documentary evidence of major requirements specified in the advertisement shall be required during interviews. Serving officers will also be required to demonstrate during the interviews that they are permanent and pensionable officers in the Civil Service by producing letters of confirmation in appointment in addition to letters of condition of appointment on probation (PSR 19).
