Malawi Environment Protection Authority (MEPA)

The Malawi Environment Protection Authority (MEPA) was established by Section 7 (1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.

The MEPA is inviting applications from suitable, highly qualified, experienced and motivated candidates to fill the position of Finance Manager at its secretariat situated in Arwa House, City Center, Lilongwe

FINANCE MANAGER
Grade : ME3
Division : Finance and Accounting
Reporting to : Director General
Responsible for : Senior Accountant

PURPOSE, ROLES AND RESPONSIBILITIES
Purpose of the Job: To manage financial and accounting services for effective and efficient utilization of financial resources in the Authority.

Key Duties and Responsibilities

  1. Overseeing operations of Finance and Accounting Division to ensure it is effective and efficient in making payments to suppliers and producing expenditure reports on time.
  2. Monitoring and controlling expenditure to ensure that appropriate action is taken by management to curtail any foreseeable negative impact on the Authorities’ operations.
  3. Managing the processing of salaries and all other payments according to the approved procedure, ensuring that payment requisitions are properly supported and authorized, and that statutory and all other payment as required are made on a timely basis.
  4. Ensuring that relevant and right taxes are deducted and remitted to the revenue authorities within the set timeframes.
  5. Ensuring that effective internal financial controls are implemented in liaison with all stakeholders.
  6. Ensuring that all payments are duly sanctioned by an Internal Procurement and Disposal Committee (IPDC) and have supporting documents.
  7. Managing all Authorities’ fixed assets.
  8. Monitoring Authorities’ daily bank balances.
  9. Ensuring that suppliers are paid on time collaboration with the Director of Finance and administration.
  10. Attending meetings and responding to audit queries arising from internal and external auditors
  11. Preparing final expenditure accounts.
  12. Participating in the preparations of annual budgets in conjunction with other Directorates Heads for approval by the relevant authority.
  13. Monitoring expenditure in the Authority and advising on any deviations and overruns and flexing of budgets.
  14. Maintaining books of accounts effectively to fulfil the requirements for management decision making, reporting and external audit.
  15. Advising the Directorate on financial administration standards and procedures to ensure effective control of the authorities’ financial resources.
  16. Participating in recruitment, induction, performance appraisal, career management and other personnel administration for staff under charge in close liaison with Human Resources and Administration Manager.
  17. Facilitating staff development programmes for the Division.
  18. Supervising the utilization of human, financial and other resources to achieve the objectives of the Division.
  19. Supervising the implementation of section work plans and annual Performance Management System.
  20. Liaises with External Auditors on conducting and concluding of external audits;
  21. Performing any other duties relevant to the post as may be assigned.

PERSON SPECIFICATIONS
Minimum Qualifications and Work Experience

  • Masters in Accounting or Finance from an accredited institution recognized by National Council of Higher Education (NCHE)
  • A member of ICA
  • A professional qualification such as: ACCA, CIMA, and ACA would be an added advantage.
  • A minimum of four (4) years’ experience in a similar position.
