DIRECTOR OF ENGINEERING
The Salima-Lilongwe Water Supply Company is a Special Purpose Vehicle (SPV) incorporated for implementation of the Salima-Lilongwe Water Supply Project. The Company’s mandate is to provide oversight and guidance in the implementation of the Salima-Lilongwe Water Supply Project, to manage operations and maintenance of the water supply system, and to develop and manage water resources for raw and potable bulk water supply to support the socio-economic development of Malawi.

In order to fulfil its mandate, SLWSC invites applications from suitably qualified and experienced individuals of
Malawian origin to fill the position of DIRECTOR OF ENGINEERING (GRADE SV2).

1.0 PURPOSE OF THE JOB
To provide strategic leadership and management in Infrastructure Development, advising the Chief Executive
Officer on technical matters, and ensure sound project management to facilitate effective implementation of the Salima-Lilongwe Water Supply Project and the Company’s operations.

2.0 KEY DUTIES AND RESPONSIBILITIES

2.1 Management and Governance

  1. Initiating the formulation and review of the Company’s Projects policies, strategies, work plans and budget and creating appropriate working environment in the Engineering Department.
  2. Providing monthly, quarterly and annual progress reports of the Project for management information and decision making.
  3. Stakeholder engagement with Government Ministries and Departments, and Development Partners.
  4. Planning, organizing, directing and coordinating the development and implementation of projects.
  5. Liaising with stakeholders on all project related matters.

2.2 Project Management

  1. Managing projects, budgets and schedules for infrastructure projects
  2. Project Planning: Develop a detailed project plan that includes timelines, budgets, resources, and risk assessments.
  3. Coordination: Coordinate with various teams, including design and construction teams, to ensure project goals are met.
  4. Quality Control: Ensure the project adheres to quality standards and regulations.
  5. Documentation: Maintain accurate project documentation, including progress reports, technical specifications, and change orders.
  6. Communication: Maintain effective communication with stakeholders
  7. Problem-solving: Identify and resolve technical issues and problems that arise during the project

2.3 Resource Mobilisation

  1. Developing strategies for finance mobilisation for both working capital and infrastructure financing requirements.
  2. Participating in the processing of procuring works, goods and services.

2.4 Human Resource Management

  1. Undertaking human resource functional requirements and recommending recruitment of required personnel for the Engineering Directorate.
  2. Organizing capacity building programs for all staff involved in the project implementation.
  3. Supervising, coaching and appraising staff under the Engineering Directorate.

2.5 Risk Management

  1. Development and implementation of an effective internal control system that safeguards implementation of the project and the company’s assets.
  2. Development of a risk profile for the project with corresponding mitigation measures.

3.0 RESPONSIBILITY
Reporting to the Chief Executive Officer, the Director of Engineering will have direct responsibility for the following
Officer(s) in the Organization:

i. Construction Engineer

4.0 THE PERSON
4.1 Required Attributes and Skills

This position requires a hardworking and technically competent person with proven engineering and project
management experience at in a busy and demanding working environment and in large infrastructure
projects.

4.2 Minimum Qualifications and Experience

  1. Master’s Degree in Engineering
  2. A first degree from an accredited institution of higher learning in Civil or Mechanical Engineering
  3. Registered Professional Engineer with the Malawi Engineering Institution
  4. At least seven (7) years post qualification experience in a managerial position in a busy and demanding working environment.
